Job Description
Analyze preliminary plans and project documentation ensuring correctness of design. Direct changes on projects to achieve consistency and constructability. Prepare projects for advertisement, meet published advertisement schedules, evaluate projects in consideration of economic factors, identify and develop required specifications and standards Provide technical advice, guidance and training regarding assigned engineering program areas. Prepare analyses, reports, and recommendations based on engineering determinations. Provide engineering support and consultation related to engineering program area. Effectively manage assigned projects to ensure timely and accurate completion. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs.
How you will contribute:
- Analysis and Technical Reporting: Analyze and interpret engineering data and information. Prepare complete, clear and concise reports and recommendations.
- Communication: Establish an effective line of communication between VDOT, contractors, government agencies and the public. Investigate issues and resolve complaints.
- Engineering Process Management: Use established VDOT policies and procedures in the development and delivery of engineering projects. Engineering projects are completed in compliance with state and federal laws and regulations.
- Manage Assigned Activities: Plan, schedule and coordinate engineering program activities such that deliverables are met within the established scope and timeline.
- Project Engineering: Assist in the management of projects and tasks including development of and managing the scope, schedule, budget, deliverables, change management, quality, and status reports. Complete multiple concurrent tasks and assignments, and report updates on their status.
- Proposal Coordination: Assist in the development or review of bid proposal component of contracts with a view towards a comprehensive and legally binding document between contractor and State of VA. Generate price sheets to reflect all project work. Evaluate and assign major items, fuel adjustments and price adjustments in proposal. Interpret, select and initiate appropriate contract provisions for a broad spectrum of projects including unique designs and specialized or experimental construction methods. Formulate time limits, considering all work to be addressed while minimizing public inconvenience and maximizing department resources. Monitor all aspects of projects while meeting advertisement processing deadlines; identify formal revisions needed during advertisement period; train new personnel in job related duties.
- Proposal Preparation: Analyze and evaluate preliminary plans, pay items, maintenance of traffic, sequence of construction, permits and all other project documentation to ready contracts for advertisement. Identify omissions, discrepancies, errors, issues for clarification and unnecessary items. Prepare construction estimates; authorize, correct and direct changes to project documentation and design; apply engineering judgment and construction experience to ensure constructability and cost effectiveness. Recommend design and specification modifications based on an understanding of construction engineering management principles. Inform management of major deficiencies found in proposed projects. Attend preliminary advertisement meetings to gather information and provide technical guidance.
- Quality Control: Support assigned program in meeting annual federal strategy obligations by performing final evaluation, coordination, and revisions to contract documents prior to bid letting. Utilize sound engineering judgment and construction experience to ensure constructability and good stewardship of funding appropriations. Initiate project specific copied notes and special provisions; review and consult on corrections to specifications, standards, insertable sheets and special design drawings.
- Special Assignments: Manage special program initiatives and projects as assigned. Serve and represent VDOT or assigned program area on various committees and work groups.
- Teamwork and Customer Service: Demonstrates customer service and work habits that reflect the VDOT Values and coordinates the flow of information both orally and in writing.

Minimum Qualifications:
- Ability to gather and analyze data and prepare clear and concise technical reports.

- Knowledge of construction specifications and contract provisions.
- Knowledge of engineering procedures involving project management and design consultants.
- Skill in the use of computers and web based applications.
- Thorough knowledge of standard construction methods and procedures.
- Valid driver's license.
Additional Considerations:
- A combination of training, experience, or education in Engineering or related field desired.
- Certification in soils, aggregates, hydraulic cement concrete, asphalt concrete, construction safety, traffic signalizations, and value engineering.
- Engineering experience in a construction related environment.
- Extensive highway construction experience involving methods, cost estimation, and construction inspection work.
