Water/Wastewater Operator I

General Overview

The Water/Wastewater Operator I supports the operation, monitoring, and maintenance of water distribution and wastewater treatment systems to ensure safe, reliable service and regulatory compliance. Working under the supervision of senior operators, this role performs routine inspections, sampling, basic testing, and maintenance activities. The Operator I develops technical skills and operational knowledge while progressing toward full operator proficiency and required state certifications, contributing to the protection of public health and the environment.

 

This position reports to the Senior Operator.

Essential Job Responsibilities 

  • Operate Treatment Plant process through interface with operating system; monitor plant equipment and process to ascertain and assure control of equipment involved with treatment process; implement decisions and directions to maintain the quality of effluent and adherence to NPDES permit discharge limitations.
  • Observe plant equipment for malfunctions; ascertain cause of malfunction; determine whether equipment or control related; isolate failed equipment, adjust plant operation to compensate; notify appropriate personnel, e.g., supervisor or client for corrective action.
  • Monitor and respond to alarm system’s alerts to problems; take appropriate steps to correct.
  • Tour plants to visually inspect all process equipment; check and verify proper operation of all monitoring, sampling, and testing equipment; calibrate all sensors and monitoring equipment to assure proper operation.
  • Perform periodic sampling and testing as required for NPDES permit discharge limitations or for maintaining proper operational parameters.
  • Keep records of plant process; record measurements, readings, and maintenance problems; communicate status of operation to supervisor.
  • Perform general maintenance duties at all facilities; wash down and clean area of debris and spillage; wash down all equipment.
  • Operation of light and heavy equipment, including tractor mower, dump truck, wheel loader, and backhoe.
  • Computer operation.
  • Reports to ES Division Manager.
  • Cooperates with coworkers on group tasks.

Skills/Knowledge

  • Comprehensive knowledge of wastewater treatment plant operating standards.
  • Advanced knowledge of safety standards and procedures in treatment plant environment.
  • Thorough knowledge of NPDES permit standards required for all facilities operated.
  • High school diploma or GED.
  • Completion of Class A, Type 1 (PA) state certification for plant operator’s license within 18 months of hire (not mandatory).
  • Ability to carry out written and oral instructions.
  • Ability to interface with computers and computer controlled operating systems.
  • Ability to compute statistical data and post to record.
  • Ability to organize tasks to meet appropriate time schedules required for sample collections.
  • Ability to interpret technical manuals, diagrams, and regulatory guidelines.

Physical Requirements – Work Environment

  • Ability to sit and/or sometimes for long periods of time.
  • Frequently climbing, balancing, crouching, reaching, walking, lifting, fingering, grasping, feeling, talking, hearing and repetitive motion
  • Light work: Frequently exerting up to 20 pounds of force. Occasionally, may perform medium work exerting up to 50 pounds of force, ex. loading plotter with paper and infrequently may perform very heavy work if asked to remove a man-hole cover.
  • Subject to both inside and outside environmental conditions.
  • Subject to extreme heat above 100 degrees for periods of more than one hour.
  • Subject to extreme cold temperatures below 32 degrees for a period of more than one hour.
  • Subject to hazards including a variety of physical conditions i.e. moving mechanical parts, moving vehicles, electrical current, exposure to chemicals.
  • Subject to atmospheric conditions that affect the respiratory system of the skin, ie, fumes, odors, mists, gases or poor ventilation.
  • Subject to vibrations, infrequently
  • Noise level in the work environment at times may be sufficient to cause worker to shout in order to be heard above the ambient noise level, infrequently.
  • Required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection , operation of machines; using measurement devices and/or assembly or fabrication of parts at distances close to eyes.

Daily Work Location/Hours

 

This position requires flexibility in office location and scheduled hours, as well as assuming a role in fieldwork. Remote work will be common, and location will change dependent on the workload. In cases of severe weather, illness, or unique circumstances, remote work hours must be previously discussed and approved by the immediate supervisor.
