Media Services Manager

DEPARTMENT: Public Information/          ANNUAL SALARY RANGE: $69,992 to $91,520
                             Media Services Division                                                                                                   
SUMMARY: The Media Services Manager manages the City of Dubuque Media Services Division which produces and edits digital content for the local government access channel, social media, and other online platforms.  This position coordinates the development and production of quality video programs and multimedia content to meet the City’s needs. 
ESSENTIAL FUNCTIONS: 
  • Responsible for the creative development and production of video content for the City’s government access channel, social media, and other online platforms.
  • Schedules all programming for government access television
  • Ensures live coverage of programming for government access television and web streams;
  • Supervises the full-time Video Producer
  • Oversees utilization of Dubuque’s local access channels
  • Monitors the cable operator’s compliance with the state franchise agreement
  • Provides staff support for the Cable TV Commission
  • Handles oversight of and distribution/purchases from the Capital Grant for Access Equipment and Facilities
  • Functions under the supervision of the Public Information Officer
EXAMPLES OF WORK:
·       Works with the Public Information Office and other City departments to identify opportunities to promote City of Dubuque services, programs, and initiatives through video
  • Oversees the day-to-day operation of government access television channel, web-based videos, and archived videos
  • Operates and maintains professional video, audio, and transmission equipment
  • Prepares and schedules programs and other materials for broadcast
  • Sets up equipment and conducts live meeting broadcasts
  • Produces and/or serves as production crew member for meetings and video programs
  • Monitors legal developments regarding cable television and telecommunications
  • Works with local cable television provider on broadcast feed and equipment issues
  • Serves as a staff liaison with the Cable TV Commission on topics related to access programming
  • Reviews and prepares long-range departmental plans and budgets
KNOWLEDGE, SKILLS AND ABILITIES:
  • Considerable knowledge of video production methods and live television production and broadcasts.
  • Significant experience with non-linear video editing and working knowledge of video distribution systems.
  • Ability to generate and execute ideas that result in interesting and informative video programming.
  • Knowledge of the methods and techniques of preparing a multi-year budget.
  • Ability to work independently and as part of a team.
  • Excellent written and oral communications skills.
  • Ability to perform a variety of tasks without close supervision.
REQUIRED EXPERIENCE AND TRAINING:  
  • At least five years of related professional digital media experience in video development, editing, film production, scriptwriting, and directing on- and off-camera talent.
  • Advanced knowledge of video production and editing software.
  • Significant hands-on video production experience with management responsibilities.
  • Bachelor’s degree in multimedia, communications, journalism, marketing, public relations, or any equivalent combination of experience and training which provides the essential knowledge, skills, and abilities.
RESIDENCY: Employee shall have their principal place of residence within the corporate limits of the City of Dubuque as soon as practicable after appointment, but within two years of appointment.
OVERTIME:  Exempt
