Stormwater Grants Financial Specialist (Environmental Specialist 3)

The Water Quality Program within the Department of Ecology is looking to fill a Stormwater Grants Financial Specialist position. This position is located in our Headquarters Office in Lacey, WA.

In this position you will address stormwater management by providing technical and financial assistance to local governments that have been awarded funding for water quality improvement projects which address stormwater management, flow control, and treatment. 

What will you do?

  • Help grant and loan recipients plan, design, construct complex stormwater pollution control facilities projects.
  • Help grant and loan recipients resolve audit questions, and recommend resolutions to issues in order to meet contract requirements.
  • Review negotiated scopes of work, budgets, and special conditions to ensure grant and loan agreements are consistent statewide.
  • Attend site visits to monitor project progress.
  • Plan and facilitate public meetings and workshops for recipients.

Required Qualifications:

There are multiple ways to qualify for this position. See options below:

Option 1: 
Six (6) years of combined education and experience:
  • Education: Involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field 
  • Experience: Professional-level experience in environmental analysis or control, or environmental planning. 

Experience may include a combination of the following:
  • Reviewing, installing, or inspecting stormwater best management practices, green infrastructure, or other water quality projects.
  • Experience in urban stormwater management and regulations.
  • Experience in engineering, urban planning, water quality planning, water quality monitoring, wetland or soil science, GIS, or urban forestry.
  • Grant or loan financial management.

Option 2:
  • A Bachelor's degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field
  • Two (2) years of professional-level experience in environmental analysis or control, or environmental planning.
Experience may include a combination of the following:
  • Reviewing, installing, or inspecting stormwater best management practices, green infrastructure, or other water quality projects.
  • Experience in urban stormwater management and regulations.
  • Experience in engineering, urban planning, water quality planning, water quality monitoring, wetland or soil science, GIS, or urban forestry.
  • Grant or loan financial management.

Option 3: 
  • A Master’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field
  • One (1) year of professional-level experience in environmental analysis or control, or environmental planning.
Experience may include a combination of the following:
  • Reviewing, installing, or inspecting stormwater best management practices, green infrastructure, or other water quality projects.
  • Experience in urban stormwater management and regulations.
  • Experience in engineering, urban planning, water quality planning, water quality monitoring, wetland or soil science, GIS, or urban forestry.
  • Grant or loan financial management.

Option 4:

A Ph.D. in environmental, physical, or one of the natural sciences, environmental planning or other allied field
