The Chief, Agency Operations, will plan, organize, direct, and coordinate administrative and operational activities for the Office of Immigrant and Refugee Affairs (OIRA). The focus of the department is to build on existing refugee programs and establish a priority of devoting County resources to the immigrant population, regardless of immigration status. It will provide a central location for public questions and connection to County and community resources.

The ideal candidate will be highly skilled across a wide range of abilities, including staff management, finance and budgeting, program development, policy analysis, and stakeholder engagement. In addition, the individual will have substantive leadership experience in immigration and refugee policy issues. 

Minimum Qualifications:
  1. A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency AND five (5) years of experience managing health and human services activities which must have included planning and directing administrative and operational activities, conducting program evaluations, and implementing health and human services programs, two (2) years of which must have been in a management or supervisory capacity, OR,
  2. Nine (9) years of experience managing health and human services which must have included planning and directing administrative and operational activities, conducting program evaluations, and implementing health and human services programs, two (2) years of which must have been in a management or supervisory capacity, OR,
  3. Nine (9) years of any combination of college level education and health and human services experience as stated above.

Health and Human Services programs and/or activities may include work with community based organizations, non-profits, or other social services entities.

Note: Education and work experience may be substituted on a year-for-year basis. In order for education to substitute for work experience as indicated above, college level coursework must demonstrate progress toward a degree.

The possession of a master's degree from an accredited U.S. college or university, or a certified foreign studies equivalency can substitute for up to one (1) year of the experience requirement stated above. Two years must have been in a management or supervisory capacity.
