Engineering Manager (WMS 03)

Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure that people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 
The Opportunity
The I-405/SR 167 Megaprogram is seeking a Construction Engineering Manager, who will be responsible and accountable for the successful delivery of the Megaprogram’ s design-build and design-bid-build projects on the I-405/SR167 corridors.  This position will be responsible for developing, implementing, and communicating the long-term construction vision for the Megaprogram. This position will strategically manage the construction policy, standards, and procedures and oversight of all construction elements, and design elements for design-build contracts, to ensure program’s construction, maintenance and operations activities comply with all federal, state, and local laws and regulations in a manner that is consistent with WSDOT’s mission and goals. 
This position will manage the Megaprogram projects and staff of 15-40 professionals (State and Consultants). This position will provide day-to-day management of professional and technical engineers to incorporate construction and improvements to the Megaprogram transportation plans and facilities. 

What to Expect
As the Engineering Manager, this position is directly responsible to guide, mentor, supervise, and set policy and direction for the engineers and staff of the I-405/SR167 Megaprogram Projects. Among the varied range of responsibilities held within this role, the Engineering Manager will:
  • Provide administration and leadership for all design and construction engineering activities and contract compliance, including design-build and design-bid-build for the I-405/SR167 Megaprogram. 
  • Lead the development of a well-trained, motivated, and diverse workforce to empower employees to have ownership of procedure and outcomes. 
  • Administer the design and construction engineering workforce requirements to successfully deliver the I-405/SR167 Megaprograms construction program on schedule and within budget. 
  • Ensure the coordination of engineering activities with engineering support services, maintenance, public information, traffic, and all other required working groups within WSDOT to commit to efficient and constructible contract plans. 
  • Represent WSDOT at various local agency and community meetings/committees, and various internal and external committees and task forces with industry partners. 
  • Investigate and help resolve contractual disputes and claims and is responsible for the resolution of any design and construction related problems. 
  • Ensure safety is emphasized in the daily planning of work by State employees and contractors and that safety is WSDOT’s top priority. 
To be considered for this opportunity, the following are required:
  • A Professional Engineer license in the State of Washington. (License holders from other states will be expected to obtain a WA State PE license within six months of appointment).
  • Ability to manage a complex multimillion dollar budget to ensure successful delivery of projects. 
  • Ability to communicate (both verbal and written) and negotiate skills in working with a variety of people including the contractor, office staff, consultants, the public, public agencies, and other stakeholders to address a wide range of issues and concerns.
  • Knowledge in highway and bridge construction, general construction issues, contract administration, managing project delivery techniques, principles of management, quality principles and tools, contract administration policy, and construction contract law. 
  • Knowledge and the ability to develop and construct unique technical systems for large civil infrastructure, intelligent transportation systems, and environmental retrofits in sensitive natural environments with multiple stakeholders, as well as an understanding of toll systems and operations. 
It is preferred that qualified candidates also have:
  • Bachelor’s of Science in Civil Engineering or related field.
  • Five (5) years of experience in delivering design and construction projects. 
  • Experience in procuring projects through design-build and design-bid-build processes. 
  • Knowledge of FHWA processes and requirements related to delivering federally funded projects. 
  • Knowledge and experience in managing change in projects and minimizing risks. 
  • Knowledge and experience in negotiating and settling change orders and potential claims. 
  • Knowledge and experience in managing, coaching, and mentoring a diverse workforce of employees.
