Senior Energy Efficiency Analyst

About the Position
The energy efficiency program administrators regulated by the CPUC include investor owned electric and gas utilities, networks of local governments (Regional Energy Networks), and Community Choice Aggregators. The CPUC’s current efforts to drive innovation and achieve cost effective energy savings include the requirement that, by 2023, 60 percent of the investor-owned utilities’ budgets be outsourced to third party entities to bring new and innovative program design into the portfolio.
 
The Energy Division is seeking a Senior Analyst to execute the Commission vision of spurring innovative and effective energy efficiency programs in California. The analyst also ensures that investor-owned utilities execute the next round of third party solicitations more effectively, with greater participation, transparency, and accountability.
 
Under the general direction of the Program and Project Supervisor, the Senior Analyst will:
  • Plan and manage projects with knowledge of the driving policies, timelines, and budgets, and appropriate decision-making and stakeholder processes.
  • Articulate and communicate to team members assigned to third party solicitations necessary assignments, problems to be solved, milestones, issues under review, and timeframes for completion.
  • Brief Energy Division Management, Commissioners, and Administrative Law Judges on technical or practical implementation challenges, controversial issues and proposed solutions.
  • Proactively anticipate risks and challenges and identify gaps and inconsistencies in performance and data needed to inform future policies.
The Senior Analyst will also support policy development and oversee the utilities’ implementation of other ground breaking initiatives to support state’s energy efficiency goals and track progress toward these goals. The Senior Analyst will:
  • Conduct research and technical analyses including quantitative analyses.
  • Bring a critical thinking and process evaluation skillset to evaluate the efficacy of the Commission’s decision directed activities and develop and support proposals to refine existing and/or set new policies.
  • Review program and budget applications, manage utility requests and compliance actions via advice letters, analyzing legislative bills, and managing consultant contracts.
 
In these efforts, the Senior Analyst will collaborate with state and local government agencies that have shared mission in saving energy and/or building market acceptance through new innovative regulatory policies. The analyst will also take a broad and strategic view, and collaborate with other divisions across the Commission, to add value through considering the bigger picture state and commission goals. Specifically, we will work together to meet California’s goal of a carbon-free electric system by 2045 and through the Commission’s integrated resource planning effort, do so affordably, reliably, and safely.
 
About the Division
Energy, Energy Efficiency Procurement and Portfolio Management Section / Unit 324 / Energy Efficiency Branch:

Energy Division’s Procurement and Portfolio Management section oversees policies and programs critical to California achieving Senate Bill 350 energy efficiency goals, to double statewide energy efficiency savings in electricity and natural gas end uses by 2030.

Energy efficiency was the first resource to tackle energy reliability and environmental challenges. As we succeed with efficiency measures becoming commonplace in the market, for example as LED lighting is adopted into code, continuing to identify and deliver cost-effective energy efficiency strategies that go beyond normally occurring reductions becomes harder. Achieving additional energy savings requires continued innovation in technology development and market acceptance. Energy efficiency regulation in California is being reformed to capture the creativity of third-party entities. Still, additional game changers may be needed for energy efficiency to keep pace with rapid advancements in supply and demand technologies and evolving market and policy structures of our integrated grid system.

This section’s responsibility for procurement and portfolio management includes review and approval of California’s energy efficiency administrators’ proposed strategies and budget, currently over $600 million annually.

The tangible impacts from a statewide portfolio of successful energy efficiency programs are: economic prosperity with delivery of programs, continuing to reduce customer energy bills in a time when the fraction of population unable to afford their bills is rising, reducing greenhouse gas emissions to support reaching state’s goal of a carbon free electric sector by 2045, and reduced costs of procuring new generation and transmission to meet energy demand.

All in all, the new pathways for achieving energy savings through innovative regulatory and business practices being set at the CPUC now will set the course for the next couple of decades.
