Administrative Analyst (General Government)

STARTING PAY RATE: $28.74 - $31.98 per hour based on a 40-hour workweek. Salary dependent on qualifications. The salary range for this position is $28.74 - $41.69

JOB SUMMARY:
This position is responsible for administrative and analytical support to the Village Manager’s Office Suite including the Director of Communications and Outreach. These assigned responsibilities will aid office personnel in the development and ongoing administration of a variety of village programs and services.
Work assignments range from very specific and involved to very general responsibilities and are normally performed under minimal supervision. Assignments are subject to assessment through reports, conferences, and observation or results obtained. Assigned projects can include confidential processes, potential changes in village policies, or large-scale projects which require interdepartmental cooperation and coordination. This position assumes responsibility for assigned projects and will be required to analyze different approaches to projects and make recommendations and/or decisions on how to complete assigned projects. Additional responsibilities may also include general office assistance such as greeting customers, voter registration, assisting with or resolving resident complaints and the preparation of materials for the village president, board of trustees, or advisory bodies of the village as directed.
 
To succeed in this role, applicants will need to effectively and clearly communicate to a full range of people inside and outside the organization and be able to work cooperatively with others to achieve common goals. The ideal candidate needs a high-level of professional etiquette and have the ability to manage and prioritize multiple projects with thoroughness and accuracy, and work in a detail-oriented environment. We are looking to add a team member capable of remaining calm and professional under pressure and demonstrate strong and efficient problem solving skills. 
 
JOB DUTIES:
1.   Develops, coordinates, and/or administers special projects or initiatives at the direction of the Assistant Village Manager or Village Manager, with limited supervision. For example, may monitor and analyze legislation for impact on the village and may prepare and submit applications for awards and grants.
2.   Conducts long and short-range research studies to assist management decision-making and develops recommendations regarding new and/or modified programs.
3.   Assists in the preparation of information and materials relating to the General Government and Communications and Outreach department annual budgets; enters, reviews, coordinates and approves all requisitions/purchase orders for appropriateness, completeness, and compliance with approved budget; initiates and prepares budget reallocations and change orders as needed. Resolves any purchasing and/or payment issues. 
4.   Processes payroll for General Government, Communications and Outreach, President and Board of Trustees including overtime for the Village President’s Executive Secretary.
5.   Assists in monitoring and facilitating the Advisory and Standing Committee agenda item approvals and compiling the meeting packets.
6.   Assist with administrative duties as assigned by the Executive Secretary, Assistant Village Manager or Director of Communications and Outreach. Serves as the backup for the Executive Secretary when not in the office.   
7.   Maintain the Office of Professional Standards database. Coordinate with Assistant Village Manger, legal counsel, Human Resources, and investigators on case management. Draft correspondence as needed.
8.   Monitors Corporate Goals and Key Performance Indicators ensuring timely quarterly updates from Departments. Assist in the review and then publishing of the departmental monthly reports.
9.   Researches, analyzes, and compiles information and data for special projects and reports as directed.
10.   Performs other duties as assigned.
 
May assist with the annual Youth in Government Day, requests for visitor/school group tours and presentations, and other special events as assigned.

QUALIFICATIONS:
1.   Bachelor’s degree in Public Administration, Political Science, Business Administration, or closely related field.
2.   A minimum of one year of experience in a similar position in local government, at the level of administrative or management intern or higher. 
3.   Proficient with current computer software systems, including email, calendar programs, job specific software, and customer service systems preferred or prior to completion of the trial period. 
 
Minimum Knowledge/Ability:
1.   Ability to establish and maintain effective working relationships with members at all organizational levels and the general public.
2.   Ability to learn and perform any specialized operations of the department and work accurately with figures and numbers.
3.   Ability to make disposition of problems and exercise good judgment in handling controversial issues and situations in a courteous and tactful manner.
4.   Considerable knowledge of sources of information related to local government.
5.   Skill in independently conducting research, analyzing findings, writing clear and accurate reports, documents, and correspondence.
6.   Ability to understand and interpret federal, state and local laws relating municipal issues, and specific assignment issues.
7.   Ability to gain knowledge of principles, procedures and methods used in specific assignment area, in this case, human resources administration.
