Associate Director, Youth Workforce Services

Position Overview
Under the supervision of the Director of Youth Workforce Services (YWS), the Associate Director of Youth Workforce Services is responsible for the supervision, coordination and implementation of the Youth Workforce Investment Act (WIOA) and Summer Youth Employment Programs and other related youth services contracts as appropriate in both our East Los Angeles and Central Los Angeles locations. The Associate Director is responsible for managing the day-to-day aspects of the various programs and services, within the division, in a manner consistent with best practice and contractual requirements. The Associate Director will support the Director to integrate service delivery and supports within the Para Los Niños network of Early Education and Charter School sites and Student and Community Services Programs.
 
This position will be responsible for utilizing various internal and external systems to monitor and track grant performance, personnel performance, and grant expenditures. The Associate Director will support the Director in the development and maintaining of key relationships and partnerships with committed community-based organizations, public system partners, City of LA departments, key stakeholders, and funders. The following responsibilities have been established to ensure the success of the workforce development department:
 
Duties
Project Management
  • Provide supervision, coaching, and guidance for the program managers.
  • Continuous improvement to program operations, coordination, and collaboration among Para Los Niños and system partners.
  • Develop, implement, and monitor department policies and procedures that meet the needs of program operations and participants.
  • Support program managers and service staff to implement an authentic client engagement platform and feedback for program enhancement.
  • Support program managers to implement and monitor effective compliance practices to ensure contract and budgets are full optimized.
  • Support Director to monitor and manage grant expenditures, leveraged resources, and in-kind contributions.
  • Assist with organizing and facilitating annual work plan development to include department planning retreats and working with managers to develop individual staff work plans.

Program Outcomes
  • Work closely with the Outcomes and Evaluation Team to monitor data integrity, track progress towards performance targets, and analyze data to inform program design and delivery
  • Support program managers to make sure all services are client-focused and are in alignment with PLNs mission and aligned with the organizations 5-year strategic plan.
  • Conduct monthly and quarterly data inquiries to assess, evaluate and improve program and staff performance.
  • Work with the Evaluation and Outcomes team to schedule and host quarterly and annual client focus groups that lead to potential program enhancements.
  • Conduct semi-annual subcontractor monitoring and corrective action plans.

Community Partnership
  • Assist YWS Director to develop, maintain and strengthen synergistic and collaborative partnerships with community colleges, places of worship, CBOs, businesses, government, and other entities that create business development, employment services
  • Execute MOUs with business sectors, academic partners, non-profit organizations with the objective of developing workforce training programs that address the needs of these businesses
  • Develop, implement, and monitor subcontract agreements and support partners to meet compliance
  • Monitor relationships with community-based organizations and government agencies to promote collaboration, solve problems, and identify resources for clients.
  • Attend all city and state mandated WIOA and workforce development meetings (WDB committee meetings, WIB committee meetings, EWDD YSC meetings, private and public funder required meetings.
  • Monitor relationships with community-based organizations and government agencies to promote collaboration, solve problems, and identify resource mapping that increases service access for youth.

Fund Development
  • Assist with grant related application request with federal and private funders.
  • Support grant managers, executive team, and grant writing consultants with grant applications and fundraising. Activities include attending bidders conferences, reviewing RFPs, FOAs, NOFAs, and participating in planning meetings.

Qualifications and Experience Requirements
  • Minimum of 5-7 years experience working with youth with at least 4 years in managing contracts and staff.
  • 3-years of youth programming management experience
  • Experience using data to inform program development and planning
  • Knowledge of workforce systems in the LA County and City.
  • Strong Experience in managing grants and contracts
  • Experience managing and supporting programs that serve vulnerable populations (Reentry, Former or Current Foster Youth, Homeless).
  • Experience in launching new initiatives and pilot projects.
  • Strong leadership skills with a solid knowledge base in youth development and/or workforce services.
  • Experience with developing and implementing/coordinating youth development and/or workforce programs.
  • Demonstrated ability to work with various community stakeholders including government, youth and young adult, business, and other community representatives.
  • Current experience with the Los Angeles Youth WIA system highly desirable.
  • Must have the ability to nurture respectful relationships with youth and young adults and must be sensitive to the clients cultural and socioeconomic characteristics.
  • Bilingual English/Spanish preferred. English proficiency supporting professional-level verbal and written communication to children, parents and other staff members required.

Education and Certification Requirements 
  • BA required; Master's level preferred 
  • Successfully pass all post offer, pre-employment screening requirements, including criminal background check, drug test and provide proof of eligibility to work in the United States. 
  • Current certification in CPR/First Aid
