The State Water Resources Control Board’s Division Water Rights has an opening for an Environmental Scientist Specialist in its Water Quality Program. The position is located at 1001 I Street, 14th Floor, Sacramento, right in the heart of downtown next to light rail stations and other public transportation.

Duties:
Under the general direction of the Water Quality Certification Program Manager, the incumbent works independently and with other technical staff on the Division of Water Rights’ most complex and technical assignments, which are of great importance to the State Water Board. This position is focused on complex and controversial projects associated with the water quality certification of Federal Energy Regulatory Commission (FERC) projects and other projects that relate to water rights. The incumbent is a lead staff person responsible for preparing water quality certifications and related documents and conducting the most complex environmental assessments on issues related to hydroelectric and water resource development projects, including, but not limited to complex fisheries or water quality issues related to water quality certifications for FERC and other water rights projects. The incumbent will coordinate with other local, state, and federal agencies, as well as nongovernmental entities, on developing conditions to be recommended to Division and Executive management. The incumbent will attend meetings and workshops, as a representative of the State Water Board. The incumbent will review and analyze complex scientific data for: technical accuracy, to ensure legal adequacy, content and procedural requirements, and make recommendations to the State Water Board and management regarding project approval and related conditions. The incumbent will also be responsible for managing and/or reviewing technical studies and investigations of a complex nature and evaluating results for satisfaction of requirements and adequacy.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.
