Associate Governmental Program Analyst (JC 360188)

The State Water Resources Control Board’s Division of Drinking Water has openings for two Associate Governmental Program Analysts (AGPAs) in its Regulatory Development Unit. The positions are located at 1001 I Street, Sacramento, CA 95814.

Duties:
This position supports the SWRCB’s mission by providing high-level programmatic and analytical support to the Regulatory Development Unit, increasing the Division of Drinking Water’s (DDW) capacity to complete public health research and regulation development. The AGPA is responsible for a wide range of complex research and analytical duties related to drinking water and recycled water regulations development. The incumbent performs varied and complex technical, analytical, and policy analysis assignments, including researching and drafting regulations in accordance with the Administrative Procedure Act, and bill, feasibility, and cost analyses.

The AGPA develops, reviews, and analyzes proposed regulations to ensure compliance with the California Administrative Procedure Act (APA), while providing technical advice and consultation to DDW staff. The AGPA assists with the more difficult and complex non-engineering analytical duties involved in regulation development. The AGPA prepares written reports and collects, compiles, analyzes, and summarizes data to support public health risk assessments, fiscal and economic impact analyses, environmental impact analyses, and other analyses to support regulation and policy prioritization and development. The incumbent plans, implements, evaluates, and monitors a variety of DDW special projects, including program evaluation and planning, policy analysis and formulation, systems development, data collection and analysis, and consultation with management and staff. The AGPA conducts and reviews analytical studies and surveys and makes recommendations on a broad spectrum of administrative and regulatory matters.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.
