Community Services Specialist

Position Summary

Under the general supervision of the Office of Technical and Assessment Services Bureau Director, this position assists in implementing the Tax Incremental Finance (TIF) program and developing and delivering training for government employees and municipal consultants. The person filling this position will assist with auditing TIF submissions to determine accuracy, completeness, and compliance with legal requirements.  This position will prepare and distribute TIF certification documents and will also provide technical assistance to all State and Local Finance work areas for systems and procedures support. In general, this position assists local units of government, community development officials, consultants and taxpayers regarding TIF and other assessment/taxation issues.


Salary Information

Salary will be between $25.00 per hour ($52,000 annually) and $29.00 per hour ($60,320 annually) depending on experience and qualifications, plus excellent benefits. Current state employees' pay will be set in accordance with pay upon appointment provisions for the compensation plan. This position is in pay schedule 07, pay range 04. A twelve-month probationary period is required.


Job Details

The department will conduct a background check, fingerprint check and tax compliance check on all finalists. Interview results may be reused in accordance with the State of WI interview reuse policy.

Remote/Telework up to 60%. Note: During probation you can gradually increase up to 60% based on performance and workload needs. This position will be headquartered at the DOR main office building, 2135 Rimrock Road, Madison WI.

Qualifications

Please address the following in your cover letter and/or résumé:
Minimum Requirements: 
  • Experience with computer hardware and software (Microsoft Outlook, Excel, and Internet).
  • Experience providing customer service (i.e., Effective written and oral communication skills, ability to communicate via phone and/or email, etc.).
  • Experience analyzing data and providing feedback.
  • Knowledge or experience auditing forms (i.e., Using research techniques and/or mathematical skills).

Well qualified applicants will have the above requirements plus the following:
  • Experience developing and delivering training programs.
  • Experience with property assessment and/or general real estate principles.
  • Experience with parcel mapping and terminology.
  • Experience with forms development, modification, and maintenance.
  • Knowledge of Tax Increment Finance program.

Special Requirement: Must have the ability to travel to the required sites (with or without an accommodation).
