Air Resources Engineer

Are you interested in being part of a team working on the transition from small off-road engines to zero-emission equipment? The Testing and Certification Section (TCS) in the Monitoring and Laboratory Division (MLD) is seeking a highly skilled and motivated Air Resources Engineer (ARE) to join teams developing and implementing regulations for small off-road engines (SORE) and fuel containers. Emission reductions from these programs serve to support the California Air Resources Board's (CARB) ozone control program and broader air quality objectives including the reduction of greenhouse gases and air toxins. TCS contributes towards the attainment of CARB's air quality objectives through its work in regulation development and implementation, emission testing, and certification. The Section has begun implementing tightened emission standards for SORE approved by the Board in 2021. This involves extensive collaboration with several divisions within CARB and exhaust and evaporative emission testing.

Under the supervision of an Air Resources Supervisor I, the incumbent will participate in exhaust and evaporative emission testing and other activities as part of small off-road engine and fuel container regulatory development and implementation. The incumbent will develop and implement test plans for small off-road engines, gas cans and portable outboard marine fuel tanks. TCS conducts emission testing in Sacramento and collaborates with other CARB divisions to conduct testing at CARB's Southern California Headquarters in Riverside. This testing supports regulatory development, helps to ensure compliance with emission standards, and supports emission inventory development. The incumbent will participate in other aspects of regulatory development and implementation by working with the regulated community, industry associations, equipment manufacturers, dealers, air districts, consultants, and other interested parties. The incumbent may prepare and make presentations before the Board and stakeholder groups at conferences, workshops, and other venues. Travel will be required.

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

  • Daily use of a personal computer, office equipment, and/or telephone.
  • Must be able move/transport equipment weighing up to 50 pounds, with or without reasonable accommodation.
  • Regular operation of internal combustion engines, emission testing equipment, handling flammable fuel.
