Right-of-Way Realty Specialist

As Program Manager, provides Right-of-Way (ROW) leadership and direction within New York state. The ROW Program Manager provides leadership and guidance to New York State Department of Transportation in the establishment or revision of New York state ROW programs, in evaluating the adequacy and effectiveness of all ROW and related programs, and in recommending and developing actions to correct inadequacies in various New York state procedures and practices.


As a Right-of-Way Realty Specialist, you will:

  • Lead the State in developing and implementing its overall ROW acquisition and relocation assistance program.
  • Manage and monitor all aspects of the ROW functions in the State(s) assigned. Develop and implement the stewardship and oversight activities necessary to support and monitor all aspects of the States’ ROW. Assist Division leadership in promoting new ROW programs and modification of existing ones.
  • Provide interpretations, clarifications, and authoritative determinations concerning FHWA policy, procedure, and regulatory requirements to ensure the greatest degree of compliance while also providing the necessary flexibility to meet overall program objectives.
  • Maintain liaison with other Federal, State, and local agencies. Develop and present training to State, local public agencies, and other transportation stakeholders to improve performance and knowledge of new or existing requirements.
  • Lead review teams of FHWA and State personnel in the review of ROW activities. Serve as the Division Representative for the ROW Resource Team

The ideal candidate has experience managing a ROW program and providing program policy guidance and technical assistance regarding a broad range of ROW and real property concepts, principles, laws, and regulations, including real property appraisal, acquisition methodology, relocation assistance and payments, property management, outdoor advertising, junkyard control, and eminent domain procedures. The ideal background includes a highly defined practical knowledge of the real estate principles, policies, and methodologies in all phases of real property actions, as well as expert analytical and interpersonal skills, to provide advice or solve problems related to complex or controversial real property activities.

The ideal candidate also has experience in program management and program review, is willing to travel, and has experience representing the organization on ROW and related program matters.


Albany is in upstate NY about 150 miles north of New York City. Housing in the area offers every option from city, suburban, and rural. Most employees have less than a half hour commute and the regional transit agency offers many transit options. The Capital Region offers a broad range of arts and entertainment, unparalleled recreation, and renowned education at every level within a short distance from the Division office. Albany is known for its extensive history, culture, architecture, and institutions of higher education. It is home to over 15 Universities and Colleges including Medical School, Law School, Engineering, Nanotechnology, Liberal Arts, and several Community Colleges. We are also close to several world class entertainment venues such as the Saratoga Performing Arts Center and Tanglewood, MA.
