The Santa Ana Regional Water Quality Control Board has an opening for a Water Resource Control Engineer (WRCE) to join the Land Disposal Section. The position is located at 3737 Main Street, Suite 500, Riverside - in the heart of downtown Riverside, across the street from Historical Mission Inn, the Fox Performing Arts Center, the Cheech Museum, and a few blocks from the Metrolink station.

Duties:

Under the close supervision of a Senior Engineering Geologist, the Water Resource Control Engineer (WRCE) will oversee discharges of waste at active and closed landfill facilities and composting operations. Review workplans, water quality monitoring programs and reports, engineering design reports, joint technical documents, geotechnical reports, and other land disposal related technical reports to determine compliance with federal and State regulations and the Water Board issued requirements. Apply sound engineering and scientific practices and principles to analyze threat to water quality, water quality conditions, climatic, hydrologic, technical, and economic factors in reviewing technical documents. Prepare comment letters and approval letters on a regular basis. Develop and present orders and reports at Water Board meetings.

Prepare and conduct inspections in a professional manner while considering priorities and threat to human health and water quality. Properly document inspections and recommend appropriate action following inspections.  Investigate complaints and coordinate with responsible parties, other staff, and interested parties to document and resolve complaint issues.

Oversee assigned land disposal facilities within the Santa Ana Region that have the potential to cause or contribute to the degradation of water quality or the impairment of beneficial uses.  Develop and implement permits, monitoring and reporting programs, enforcement orders, and technical staff reports for Board consideration. Review workplans, corrective action proposals, corrective action reports, closure requests, monitoring reports, and compliance determinations.

Salary information – CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.
