The California Department of Public Health (CDPH) is currently hiring for multiple Budget Analyst (Associate Governmental Program Analyst shall consider Staff Services Analyst) positions within our Financial Management Branch (FMB). We are looking for someone that has strong attention to detail, excellent communication, and organizational skills, and is customer service oriented. 

FMB is responsible for the preparation, analysis, and management of the Department’s budget; maintenance of accounting records and financial data; and acting as the liaison with the Department of Finance (DOF), the Legislative Analyst’s Office, Legislative Budget staff, and the federal government on budget and fiscal matters affecting the Department.

Responsibilities:

  • Develop, coordinate, review, and track a variety of special projects and programmatic, budgetary, and fiscal drills
  • Coordinate and work with various internal and external stakeholders during the budget development process, the current year funds execution process, and to resolve the more complex questions and issues
  • Utilize various budget/financial information systems to gather and analyze financial reports and budget availability 
  • Analyze the fiscal impact and feasibility of all budget requests and provide written recommendations 
  • Provide guidance to CDPH managers related to policies and procedures on budget development and Budget Change Proposals (BCPs); review and edit BCP narratives; ensure BCPs comply with state policies, as well as Departmental and Agency direction
  • Conduct reviews and analyses of BCP fiscal details and make recommendations to management regarding the soundness of the analysis and assumptions, consistency with policy guidelines, past submittals, and declarations of the Department, including whether the proposal should be approved, denied, or modified
  • Review, analyze, and reconcile the Department’s budget build with DOF by coordinating with internal stakeholders to verify fiscal and position information; preparing the more complex calculations and justifications; and coordinating and validating calculations and justifications with CDPH programs, such as employee compensation and retirement adjustment budget augmentations
  • Prepare the Department’s budget galley, supplemental schedules, DOF reports, position reconciliation, and Salaries and Wages Detail galley processes

  • Experience developing, creating, and maintaining large excel spreadsheets and utilizing reports

  • Possess mature judgement, poise, tact, and discretion
  • Customer service oriented
  • Knowledge of, or experience with, budget/financial information systems
