Part-Time Security Guard

Job Description:

This is protective service work in securing, patrolling and surveilling passageways of City property and grounds. The work requires knowledge of work routines, procedures, rules and regulations used in protecting City property and grounds that are learned through specialized training and job experiences. Contacts require skills in assessing, anticipating, reacting and influencing behavior to turn a situation around. The security work is fairly routine following established routines, standing instructions and established procedures, but some variation in sequence of procedure is allowed based on situations encountered. Work is performed in an inside environment requiring outside patrols where risks and hazards are known, somewhat predictable and controllable. Operates computer, telephone, security walk through body scanners, x-ray scanners, metal detector devices, motor vehicle, two-way radio, surveillance equipment and firearms. The physical demands consist of sitting, observing, standing and walking on patrol to secure building.  Also includes prolonged standing, walking, carrying extra equipment and requires restraining/detaining suspects involving the use of handcuffs.   May require the lifting of heavy objects weighing less than 50 pounds. The work is performed under general supervision where the work assignments are subject to instructions and established work routines, and the worker is given latitude to rearrange the sequence based on changing work situations.

Examples of Work:

  • Patrols, secures and inspects public buildings to ensure protection against vandalism, fire and other hazards.
  • Writes reports or complete documents, such as noteworthy incidents, security logs, response to resistance, etc.
  • Notifies department officials, Fire and Police Departments of request of service.
  • Protects cashiers at special events.
  • Escorts employees to parking lots and cars.
  • Monitors and screens persons entering and leaving City premises and areas under patrol.
  • Detains or warns trespassers, intruders, vagrants, or prowlers to desist and notifies proper authorities.
  • Monitors surveillance cameras.
  • Operates walk through body scanners, x-ray scanners, metal detectors, telephones, computer and two-way radio equipment.
  • Wears a firearm and appropriate protective gear and restrains/detains suspects requiring the use of handcuffs.
  • Scans individuals and their personal affects when entering City buildings to ensure no weapons or contraband are introduced inside.
  • Provides information and directions to visitors and other City employees.
  • Transports cash to Tax Collector as armed guard once a day.
  • Demonstrates proficiency in City of Jacksonville’s competencies.
  • Performs related work as required.

Knowledge, Skills and Abilities:

  • Knowledge of security rules, regulations and procedures.
  • Ability to use a firearm when performing security duties and have knowledge of safety precautions when handling firearms.
  • Ability to secure and protect City property and detain/restrain
  • Ability to use firearms and/or handcuffs.
  • Ability to communicate effectively by providing information and directions to the general public.
  • Ability to maintain security logs and complete incident reports.
  • Ability to operate a walk-through body scanner, x-ray scanning and metal detection devices.
  • Ability to observe, monitor and recognize suspicious people in areas under patrol.
  • Ability to stand and walk for long periods of time both indoors and outdoors.
  • Ability to operate a motor vehicle.

Open Requirements/Supplemental Information:

Open Requirements:  One-year combination of education from an accredited institution and/or experience in protective services work that includes, protecting, patrolling and surveilling property, equipment and people.

Other Requirements: This classification performs safety-sensitive functions and is subject to pre-employment, random and other drug/alcohol testing programs as set forth in the City of Jacksonville’s Drug Free Workplace Policy (0401).

Licensing/ Certification/ Registration:  Class G Statewide Firearm License is required prior to appointment & must be maintained. Class D Security Officer License is required prior to appointment & must be maintained. FLA Class E Driver's License is required prior to appointment & must be maintained. City of Jacksonville Public Driver Certification must qualify for prior to appointment, obtain and maintain during employment.
