Entry-Level Management and Program Analyst (Information Technology & Cybersecurity (ITC) - Center for Enhanced Cybersecurity )

Summary

The Professional Development Program (PDP) is a 2-year development program for entry level employees. The PDP focuses on assimilating new staff into GAO by developing and enhancing knowledge, skills and abilities through a combination of formal and on-the-job training and exposure to various projects through engagement rotations. All members of the PDP meet regularly with advisors to identify professional goals, discuss developmental opportunities and reinforce performance feedback.

Duties

As a CEC Mission Support Analyst, your typical work assignments may include the following:

  • Contribute to team efforts through participation in activities/meetings, soliciting and listening to others' opinions, and working collaboratively to accomplish team Cybersecurity goals.
  • Gathers information and analyzes facts. Draws conclusions. Advises on and/or resolves issues or problems where there are one or more solutions from which to choose.
  • Analyzes segments of broader issues or problems or analyzes specific phases of difficult assignments. Interprets and analyzes issues and develop conclusions.
  • Keep staff contact database up to date.
  • Assists with logistics for meetings with CEC staff, agency officials and congressional clients as well as Director's speaking events. Assists in the management of CEC hardware and software, including the issuance and receipt of hardware, completion of forms, and participation in the annual physical inventory of CEC equipment.
  • Assists in the purchasing of CEC hardware, software, and services, including the documentation processes for operational procurements, completion of forms, and participation in annual spend plan tracking.
  • Assists in the administration of CEC systems, including user account management and software licensing.
  • Performs other job-related duties as assigned

Qualifications

 

Applicants may qualify solely on the basis of education if they have one of the following: (1) a Bachelor's degree with Superior Academic Achievement, (2) at least one year (18 semester hours) of graduate education, (3) a combination of education and work experience or (4) at least one year of specialized experience at the GS-5 level or equivalent. BACHELOR'S LEVEL EDUCATION W/SUPERIOR ACADEMIC ACHIEVEMENT (SAA): Applicant has completed a full 4-year course of study from an accredited college or university with a Bachelor's degree and education meets requirements for SAA. Superior academic achievement (SAA) recognizes individuals who have achieved superior academic standing. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: a.3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or .3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. NOTE: Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. OR
GRADUATE LEVEL EDUCATION: Applicant has completed at least 1 year of full-time graduate education which will lead to a master's or graduate degree. One full year of graduate education is generally considered 18 semester hours or the number of hours determined by the school attended to represent 1 year of full-time study OR Combination of successfully completed education and experience may be used to meet total qualification requirement for the position. The total qualification is determined by adding the percentage of the qualifying education (less than 18 graduate semester hours) and the percentage of the creditable specialized experience (detailed below). The total percentage must equal 100 percent to qualify for the position.
OR
Applicants must have at least one year (52 weeks) of specialized experience at the next lower band or level equivalent to the GS-5 in the federal service, or comparable private/public sector experience that has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience is defined as possessing at least two of following:
1. Using various software packages, such as word processing, spreadsheets, and databases, to produce, store, and retrieve a variety of information and presentations.
2. Supporting procurement of hardware and software by assisting with the tracking of the budget and spending; and monitoring expiration and renewal dates to support operations.
3. Providing administrative support by coordinating various administrative projects.
OR
A combination of graduate education and specialized experience that meets 100% of the specialized experience requirement.

The salary range reflects the range of the pay band. Upon selection, the salary range will be adjusted to the specific geographical location that you are selected for.
