Salary: 

  • GS-11 Salary Range: $62,107 to $80,737
  • GS-12 Salary Range: $74,441 to $96,770

Summary:

The Food and Drug Administration’s (FDA) Center for Tobacco Products (CTP) regulates the manufacturing, marketing, and distribution of tobacco products. Our goal is to reduce the harm from all regulated tobacco products across the entire population, including: reducing the number of people who start to use tobacco products, encouraging more people to stop using these products, and reducing the adverse health impact for those who continue to use these products.  CTP's actions have significant public health and consumer protection impact and are among the most important issues faced by the Agency in its long and distinguished history.  

This Direct-Hire position is in the Food and Drug Administration and is located in the Division of Product Science (DPS) within the Office of Science. In the Chemist position, the incumbent is responsible for reviewing and providing scientifically sound advice on conventional matters related to the chemical composition of tobacco products and tobacco product smoke/aerosol.

Responsibilities/Job Duties:

The selectee will serve as a Chemist. Typical work assignments include:

  • Conducts complex chemistry reviews and prepares comprehensive evaluations of tobacco and other ingredients in tobacco products.
  • Evaluates the manufacturing processes and facilities used to produce tobacco products.
  • Performs research to identify knowledge gaps, including acquisition of additional laboratory studies to better understand tobacco product chemistry.
  • Interacts with industry representatives regarding marketing applications.
  • Completes scientific review and evaluation to develop new approaches or databases to capture and analyze data related to tobacco products.

Qualifications:

The position of Chemist falls under the 1320 occupational series. To qualify for this position at grade GS-11/12, you must meet requirements by 11:59 pm EST on 05/24/2024.

 

Applicants must demonstrate that they meet the Basic Requirements AND Minimum Qualifications/Specialized Experience.

Basic Requirements:
A. Degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR B. Combination of education and experience with course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.


Minimum Qualifications:
Specialized Experience: Applicant must demonstrate 1 year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties:

GS-11

  • Collaborating on chemistry evaluations to review product applications;
  • Providing interpretation of technical scientific information to various stakeholders; and
  • Reviewing chemical studies to identify the need for further information to evaluate product chemistry.

Education: Successfully completed 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree from an accredited college or university that provided the knowledge, skills, and abilities necessary to perform this work. Note: You must submit a copy of your college transcripts (official or unofficial) to support your claim.

Combination of experience and education: Combination of specialized experience (less than 1 year) and graduate education (beyond 2 years of graduate education), that when combined equals 100% of the qualification requirement. NOTE: Only graduate education in excess of two years (generally 36 semester hours) may be used in this calculation. You must submit a copy of your college transcripts (official or unofficial) and your resume must explicitly indicate how you meet the experience, otherwise you will be found ineligible.

 

GS-12: 

Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties:

  • Conducting chemistry reviews to advise professionals or industry representatives on product applications;
  • Providing guidance on scientific information to support the development of policies; and

Analyzing data from chemistry studies to provide recommendations on product regulation evaluations
