Human Resources Specialist (Employee Relations

You will serve as a Human Resources Specialist (Employee Relations) for the Small Business Administration (SBA), People Operations Disaster Division (PODD). The employee serves as a Human Resources (HR) Specialist providing HR advisory and program services to a Center or equivalent Center level office or to subdivisions of a Center.

As a Human Resources Specialist (Employee Relations) at the GS-0201-9/11, some of your typical work assignments may include:

  • Assists on a broad range of employee relations (ER) activities including guidance and advice to employees, leadership, program managers, other management officials and supervisors.
  • Advises managers on appropriate disciplinary or other corrective techniques that are responsive to a broad range of conduct and performance problems; and explains rules and procedures to employees and help them understand their rights and obligations.
  • Provides assistance, information, and guidance on employee relations problems and issues which affect organizational goal performance, individual performance, performance appraisal systems, and employee relations training programs.
  • Works with department and across the HR organization to interpret, collaborate, and/or resolve issues.

Conditions of Employment

Qualifications

Experience:

To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.
You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.

GS-09: You must have 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-07 level in the Federal service that has equipped you with the knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. Specialized experience is described as meeting all the below:

  • Applying knowledge/understanding of fundamental human resource policies and practices in the areas ofemployee relations; and,
  • Responding to a variety of human resources inquiries from internal and external customers; and,
  • Using Human Resources Information Systems (HRIS) to gather, maintain, and report data.

GS-11: You must have 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-09 level in the Federal service that has equipped you with the knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. Specialized experience is described as meeting all the below:

  • Researching, interpreting, and applying appropriate laws, regulations, policies and/or guidelines in the areas of employee relations; and,
  • Responding to a variety of human resources inquiries from internal and external customers; and,
  • Using Human Resources Information Systems (HRIS) to gather, maintain, and report data.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualification requirements must be met by 11:59 pm (Eastern Time) on 05/29/2024.

Education

If you do not meet the specialized experience requirements, you may also qualify with education. You MUST submit transcripts (official or unofficial) with this application if you wish to qualify based on education.

GS-09: Must have a master's or equivalent graduate degree in a related field or 2 full years of related progressively higher-level graduate education leading to such a degree.

OR LL.B or J.D. if related

GS-11: Must have a doctorate or equivalent graduate degree in a related field or 3 full years of related progressively higher-level graduate education leading to such a degree.

OR LL.M., if related

OR a combination of experience and education as indicated below.

GS-09: For example, an applicant who has 1.0 full year of Masters level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

GS-11: For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
