Fish Program – Aquatic Invasive Species Unit
 Olympia, Washington – Thurston County

This position may be eligible for telework.   The default assigned work location for this position is in Olympia, Washington.  Frequency of onsite work will vary based on business and operational needs.

The current duty station is in Olympia, WA, however, we are also considering Spokane, WA as an alternate duty station.

Our Fish Program’s Aquatic Invasive Species (AIS) Unit is tasked with preventing the introduction of, and early detection monitoring of, and managing marine and freshwater AIS transported into or spread within the state through multiple pathways.

This position leads the Watercraft Inspection and Decontamination (WID) Section of the AIS Unit and serves as the Department expert and strategic advisor to the AIS Policy Coordinator on statewide WID planning, policies and state and federal laws.

  

In this dynamic role, you will coordinate the development and/or implementation of complex environmental protection resource plans, programs, policies, and regulations to prevent AIS. 

You are excited to lead and collaborate with a large variety of national and international forums on WID issues to build partnerships, plan for long-term management, develop rules and regulations, and agency strategies to prevent and manage risks AIS introductions present to state environmental, economic, and human safety and cultural resources.

We are seeking a candidate to support a broad range of aquatic environmental, economic, human cultural, and health resource protections, and minimizing adverse economic impacts to owners of affected water bodies or property.

 

Duties:

Here are some things you will do in this role:

Watercraft Inspection and Decontamination Section Leadership, Supervision, and Cross-Program and External Coordination: 

  • Serves as the WDFW senior planning and policy expert on watercraft/aquatic conveyance inspection and decontamination.
  • Under direction from WDFW leadership and the AIS Policy Coordinator, leads all section activities to perform the daily operations of the Watercraft Inspection and Decontamination Section while meeting all safety, policy and procedure, and legal authorities.
  • Leads section operations including scheduling section safety and staff meetings and maintaining section email distribution lists.
  • Develops and implements section-specific procedures, and protocols documenting the work of the section, in compliance with federal, and state authorities, and WDFW policies and procedures.

Watercraft Inspection and Decontamination Section Fiscal Administration, Funding and Grant Applications: 

  • Leads section activities to develop and track budgets and expenditures at a Master Index (MI) [project] level. Develops and maintains roll-up summary budget and expenditure reports for all section projects including funds received internally from the State Legislature, WDFW, or external grants and agreements.
  • Develops annual work plans, funding requests and grant applications, for review and approval by WDFW leadership. Leads process for submission with WDFW support staff and fills role of Project Manager for multiple externally funded projects in WDFW Novatus contract management system.
  • Leads direct and indirect reports in implementation of internally and externally funded projects related to Watercraft Inspection and Decontamination, ensuring that timelines, tasks, and deliverables are fully achieved.

Data Compilation, Quality Assurance/Quality Control, and Reporting: 

  • Manages data and database storage of statewide watercraft inspection and decontamination information collected by section staff, and partners.
  • Compiles watercraft and other aquatic conveyance inspection, invasive species interception, decontamination, and other watercraft inspection and decontamination data for use in reporting.
  • Develops interim and annual reports required by external contracts, or agreements.

Watercraft Inspection and Decontamination Statewide, Regional, National, and International Coordination: 

  • Represents WDFW as the Department’s subject matter expert and technical expert on Watercraft Inspection and Decontamination at statewide, regional, national, or international formal and informal workgroups, summits, or meetings.
  • Performs public outreach and education on section authorities and activities to external partners, regulated user groups and industry, and the public.
  • Coordinates with AIS, WDFW leadership, and Communications and Public Engagement to develop and deploy presentations, testimony, reports, or updates consistent with WDFW policies and guidance.

 
WORKING CONDITIONS:

  • Work Setting, including hazards:
    • Tasks will involve standing or sitting for long periods of time and working on a computer. Office hazards include working under fluorescent light, repetitively entering data into computer.
    • Incumbent must be able to work amid distractions.
    • Work independently, exercising initiative and good judgment; must be self-motivated and self-directed. Telework options may be available.
  • Schedule:
    • Typically, Monday – Friday, 8:00 AM to 5:00 PM.
    • May be expected to adjust the work schedule to meet business needs.
  • Travel Requirements:
    • Some travel is required, and is typically local or regional, to meet with staff, clients, conduct business, or attend or provide training.
  • Tools and Equipment:
    • Standard office furniture and equipment including a computer, tablet computer, and smart phone device.
  • Customer Interactions:
    • Frequent internal and external communication and coordination cross-program within the Department, general public, motorized and non-motorized watercraft owners, supporting state agencies, local governments, public utilities and infrastructure managers, other states, staff of tribal nations, and federal government agencies.

 

Qualifications:

REQUIRED QUALIFICATIONS:

  • A Bachelor’s degree with emphasis on biology, environmental or natural resource planning and management, geography and land use planning, environmental law, or public administration with an environmental regulation and management focus.

And

  • Seven (7) years of full-time, paid experience planning and executing regulation and management of species, including inspections, control, or decontaminations as a project leader, supervisor, coordinator; or lead subject matter expert in integrated pest management, noxious weed or invasive species management, wildlife management and conflict resolution, natural resources stewardship, or closely related field.

Please note:

  • A Master’s degree in one of the fields listed above will substitute for two (2) years of the required experience.

License:

  • Valid driver’s license.

Special Requirements/Conditions of Employment:

  • Completion of Washington State Intermediate Contract Management with Medium Risk training within 60 days of employment.
  • Completion of Incident Command System (ICS) 300: Intermediate ICS for Expending Incidents within 6 months of employment.
  • Completion of Watercraft Inspection and Decontamination (WID) Level 1 (Inspector) and WID Level 2 (Inspector and Decontamination) within 6 months of employment, and completion of Level 3 (Trainer) within 24 months of employment.

 
PREFERRED QUALIFICATIONS:
In addition to those required qualifications, our ideal applicant will also have some or all of the following: 

  • Paid, professional, experience in implementing Uniform Minimum Protocols and Standards for Watercraft Inspection and Decontamination Programs for Dreissenid Mussels in the Western United States.
  • Knowledge and experience with invasive species or invasive pest management strategies including rapid response, containment, and long-term management.
  • Knowledge and experience with processes to contain and limit human access and activities including quarantines, regulatory controls such as mandatory check-stations, or public closures.
  • Experience with development and negotiation of agreements or memoranda of understanding with national, regional, tribal, or local governments.
  • Formal training and experience in contract and agreement management as subject matter expert and project manager.
  • Experience developing and managing multiple budgets totaling more than $1,500,000 annually.
  • Experience interacting with law enforcement and functioning as a liaison between law enforcement officers and natural resource subject matter experts.
  • Experience with government-to-government interactions with tribal governments, or subject matter experts from other countries.
  • Experience interacting with regulated industry and public, such as recreational boaters or commercial shipping companies.
  • Experience with interacting with local governments and both public and private utilities, and other water infrastructure managers such as irrigation districts.
  • Demonstrated experience developing and submitting federal funding requests and grant applications.
  • Demonstrated high level communication skills including verbal and written.
  • Experience training staff and partners to perform watercraft and other aquatic conveyance inspection and decontaminations.
  • Experience supervising and managing remote employees performing field work such as operating watercraft inspection and decontamination stations or performing watercraft inspections and decontaminations.
  • Knowledge and training in the Incident Command System for Initial Response, and National Incident Management System.
