Human Resources Specialist (Recruitment and Placement)

You will serve as a Human Resources Specialist (Recruitment & Placement) for the Small Business Administration (SBA), Office of Capital Access (OCA), People Operations Disaster Division (PODD). This position provides staffing, recruitment, and placement activities for a variety of positions in the competitive service and excepted service.

As a Human Resources Specialist (Recruitment & Placement) at the GS-0201-9/11, some of your typical work assignments may include:

  • Perform staffing, recruitment, and placement activities.
  • Analyze applications and makes basic qualifications determinations.
  • Provide technical advice and assistance on payroll, Human resources (HR), onboarding, hiring management and HR record keeping systems.
  • Provide advice on general HR program, policies, regulatory, requirements, and procedures.
  • Advise management and employees on work schedules and hours of work requirements and flexibilities including alternative work schedules, premium pay entitlements and other special pay provisions.
  • Utilize a variety of electronic systems to gather, organize, maintain and report data and information.

Conditions of Employment

  • U.S. citizenship is required.
  • You must be able to obtain and maintain a Government travel credit card.
  • Favorable background investigation and credit check are required.
  • This is not a bargaining unit position.
  • A valid driver's license may be required.
  • Must complete a one-year Trial Period.

Qualifications

Experience:

To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.

GS-09: One year of specialized experience, equivalent to the GS-07 grade level in the Federal service, obtained in either the private or public sector:

  • Applying knowledge/understanding of fundamental human resource policies and practices in the area ofrecruitment and placement (staffing); and,
  • Responding orally to a variety of human resources inquiries from internal and external customers; and
  • Responding in writing to a variety of human resources inquiries from internal and external customers; and
  • Using Human Resources Information Systems (HRIS) to gather, maintain, and report data.

GS-11: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service, obtained in either the private or public sector:

  • Researching, interpreting, and applying appropriate laws, regulations, policies and/or guidelines in the area of recruitment and placement (staffing) and,
  • Responding orally to a variety of human resources inquiries from internal and external customers; and
  • Responding in writing to a variety of human resources inquiries from internal and external customers; and
  • Using Human Resources Information Systems (HRIS) to gather, maintain, and report data.

You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted for experience for this position.

If you do not meet the specialized experience requirements, you may also qualify with education. You MUST submit transcripts (official or unofficial) with this application if you wish to qualify based on education.

GS-09: Must have a master's or equivalent graduate degree in a related field or 2 full years of related progressively higher-level graduate education leading to such a degree.
OR
LL.B or J.D. if related

GS-11: Ph.D or equivalent doctoral degree, in a related field, from an accredited college or university or three full years (54 semester hours or equivalent) of progressively higher-level graduate education leading to such a degree in a related field.
OR
L.L.M., if related
OR
Combination of education and experience as specified above.

GS-09: For example, an applicant who has 1.0 full year of Masters level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

GS-11: For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
