Workforce Retention Manager

The California Department of Public Health (CDPH) is currently hiring for a Staff Services Manager I within our Human Resources Division (HRD). In this critical role, you will serve as a Workforce Retention Manager and oversee and lead staff that are responsible for conducting a workforce analysis to identify gaps and strengths in staffing, recruitment, retention, and staff development.

HRD partners with CDPH’s programs and management to provide guidance and consultative services on Human Resources matters that are necessary for the department to carry out its mission to deliver quality public health services.

Responsibilities:

  • Work on a variety of highly sensitive and complex cross-cutting HR projects and special assignments with key focus on the California State Public Health Infrastructure (CASPHI) Grant, which provides funding for the department to conduct a workforce analysis to identify gaps and strengths in staffing, recruitment, retention, and staff development
  • Act as the lead expert working with the CDPH Directorate and offices that report to the Directorate to manage Organizational Development and CDPH Workforce Assessments/program assessments; develop best practices; and formulate policies and programs related to CDPH retention
  • Based on data and assessment results, establish pilot recruitment and retention projects including, but not limited to, educational reimbursement, benefit awareness, continuing education, optimal staffing levels, and improved communication, while working to remove barriers to recruitment and retention
  • Use project management skills and performance improvement tools to streamline processes; enhance Department efficiency and effectiveness; and lead research activities related to HR initiatives
  • Develop data collection methodologies for HR initiatives and ensure HR projects align with the Department’s Strategic Plan, Hossin Kanri, and other strategic priorities
  • Coordinate and convene regular meetings; set agendas; develop and analyze HR data; design and implement the necessary HR processes and systems; and develop and implement Department-wide communication plans
  • Formulate Request for Proposals and resulting procurement and manage CASPHI procurements and tasks related to resulting pilot implementation, management, and maintenance
  • Develop detailed work plans; establish and maintain project priorities; monitor and report on activities and status of HR initiatives; analyze current HR processes and procedures; summarize findings; and develop final reports with recommendations

Desirable Qualifications:

  • Minimum of three (3) years of increasingly responsible management, personnel, fiscal, planning, program evaluation, or related analytical experience beyond the trainee level, which shall have included the preparation of reports and the presentation of recommendations to management, and at least one (1) year of which must have been in a full journeyperson technical capacity
  • Knowledge of, and/or experience in, human resources, ideally with workforce planning (e.g., recruitment, staff development, and retention)
  • Knowledge of workforce planning analysis methods and strategies
  • Experience analyzing and reporting on large data sets
  • Experience making recommendations to implement new or adjust existing projects based on data collected and analyzed
  • Experience in project management
  • Demonstrated ability to successfully take on new projects with positive results
