Compliance Support Section Supervisor

This position is a 12-month Limited Term (LT) and may be extended up to 24 months or become permanent.

If you have permanent status and have passed probation, you have mandatory reinstatement rights into your former position/classification at the end of this LT appointment. You will be separated from state service if you have not had prior permanent or probationary civil service status. During this 12-month limited-term assignment, you may be entitled to receive health, dental, and vision benefits. You will also earn State Service and accrue monthly leave credits.

The Mobile Source Control Division is seeking an Air Resources Supervisor I to lead the Compliance Support Section within the Transportation and Clean Technology Branch. Duties include supervising 9 staff in a fast paced environment to establish and implement world leading policies to reduce emissions from transpiration. The section is primarily responsible for implementation of regulations to reduce criteria pollutants, and greenhouse gas emissions from medium- and heavy-duty vehicles. The primary focus of the section is to accelerate the introduction of zero-emission technology where feasible, and implementing new and existing regulations. The section is currently supporting implementation of Advanced Clean Fleets, Advanced Clean Trucks regulation and other legacy regulations.Periodically, the section will support new rule development and rule amendment efforts as needed. The manager of the section, must be organized, technologically proficient, knowledgeable about regulations, able to effectively implement policy decisions, and able to effectively coordinate tasks and manage a diverse group of scientists and engineers.

Under supervision by the branch chief, the incumbent performs duties as follows:

Oversee agency staff in providing expert support on medium and heavy-duty vehicle compliance, regulatory issues or process, funding requests, and collecting and summarizing data used for technical or economic analysis. Establish policy, develop and interpret regulatory language, and conduct analysis of proposed legislation. Be familiar with the regulatory process, and oversee development of technical documents, regulatory language and effectively coordinate with other sections, divisions and the Executive office to successfully implement regulations and adopt amendments.

Oversee efforts to keep the public informed by updating web pages, and development and preparation of outreach materials and guidance documents. Review staff evaluations, calculations, and engineering analyses for accuracy, and test and edit online reporting systems as needed. Oversee efforts to ensure the section is able to effectively assist the public by researching and assessing reported fleet information for accuracy used to determine compliance with CARB’s rules and regulations on medium and heavy-duty vehicles and provide support in implementing adopted regulations consistent with legislation.

Provide assistance as needed to support Branch or Division activities by working with agency staff in developing and preparing correspondence, briefing papers, speeches, presentations, spreadsheets, reports, and updating procedure documents. Be well versed on emission control strategies used to comply with medium and heavy-duty mobile source regulations. Assist with coordination, preparation, and conducting workshops, meetings, and other events.

Working Conditions

 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
