The Health Services Agency (HSA), a Federal Qualified Health Center Look Alike designee, is seeking a dedicated and experienced Nurse Manager to join our team. We have a full time opening at our Family and Pediatrics Health Center (FPHC). The ideal candidate is energetic, innovative, team-oriented and a skilled nurse. The Nurse Manager will support the Sr. Nurse Manager on clinic and urgent care needs, as it relates to, train, direct, monitor, assign, supervise and organize the work of other personnel, which may include Staff Nurses, Medical Assistants, Community Health Workers, Administrative Clerks, and Health Educators, Students, Volunteers, and other healthcare workers. The Nurse Manager will need to be a proven problem solver, a strategic thinker with demonstrated effectiveness as a collaborator and manager. While part of clinical management, this member of the team will sometimes provide professional nursing care and treatment for patients in a clinic health care setting. 

Our Family and Pediatrics Health Center (FPHC) includes Urgent Care services and functions as a primary clinical resource for refugees. The Urgent Care services are designed to provide prompt treatment of minor injuries and illnesses. No appointments are necessary, although some same-day appointments are available to manage urgent needs of the assigned patient panel of FPHC. No emergency services are provided. Urgent Care is open from 5:30 p.m. until 9:30 p.m. Monday through Friday and from 10:00 a.m. until 6:00 p.m. on Saturday and Sunday. Urgent Care is closed on County recognized holidays. 

 

TYPICAL TASKS

  • Plan, organize, lead, control, and manage assigned programs/clinics; develop, recommend, implement, enforce and review clinical and administrative policies and procedures for program operations; ensure that internal and externally imposed program requirements are met; 
  • Select, assign, orient, train, supervise, and evaluate subordinate staff; recommend employee discipline as appropriate; 
  • Confer with management staff regarding policies, programs, procedures, and issues affecting programs and services; 
  • Serve as the primary resource nurse for staff on health problems, nursing practices, patient care issues, nursing assignments, and case management; plan and implement (and/or refer staff for) in-service training for nursing and other staff; ensure and is legally responsible for appropriate documentation and maintenance of nursing records, confidentiality of records and client information, and request for records (subpoenas or otherwise); 
  • Review and monitor clinical performance data and participate in care team management to improve patient outcomes;
  • Under the direction of and in coordination with the Sr. Nurse Manager, confer with Physician leadership to address quality and operational issues; 
  • Review new and pending legislation and regulations, and advise management on changes in procedures and other actions required by legislation; 
  • As assigned, attend, participate, and represent and serve as a resource at State, regional and community conferences, meetings, functions, planning groups, collaboratives, and coalitions; report content and outcome to administrative and other staff as appropriate; 
  • Ensure quality program management through compliance with federal state and local regulations concerning health care, such as Title 22 of the California Code of Regulations; identification of opportunities to improve quality of care; and assessment and improvement of key processes that directly impact on patient services;
  • Provide for fiscal program management, including assisting in implementing and managing grant funded programs, budgets or projects; providing input in the preparation of the annual budget for the clinics; ensuring compliance with Office of Inspector General (OIG) regulatory standards; maintaining data using clinic electronic health record and financial services programs; identifying opportunities to improve financial systems and services for individual clinic units; providing fiscal program and provider productivity reports; assuring that systems support seamless interface with acute and diagnostic services as patients move through services and systems of care; 
  • Participate in development of services by assuring that any new providers or residents are appropriately supported and oriented to the site; assuring that growth opportunities are identified, serving as operations liaison for support services, network and community partners, as new programs are implemented; assuring that growth and improvement opportunities are identified and pursued across all sites; collaborating with appropriate entities or agencies as required; 
  • Manage clinic facilities and environment, assuring via other support services, that the facility is maintained in a safe and clean manner and presents a professional environment at all times and that clinic workstations and patient workflow are organized to assure optimal efficiencies; and 
  • Develop, recommend, implement and interpret new or revised policies, standards and procedures; monitor policies and procedures for compliance with Title 22 regulations and other standards. 

PATTERN I 

  • Graduation from an accredited college or university with a Bachelor’s degree in Nursing; AND 
  • Four (4) years of progressively responsible professional nursing experience working with multiple programs in a public health or clinic setting, including two (2) years of lead or supervisory experience. 
    • A Master’s degree in Nursing, Public Health, or closely related field may be substituted for one year of the required non-supervisory experience; AND Possession of valid registration as a Registered Nurse by the State Board of Registered Nursing; AND 
  • Possession of a valid BLS card. 

PATTERN II 

  • Graduation from an accredited college or university with an Associates degree in Nursing; AND 
  • Six (6) years of progressively responsible professional nursing experience working with multiple programs in a public health or clinic setting, including two (2) years of lead or supervisory experience; AND 
  • Possession of valid registration as a Registered Nurse by the State Board of Registered Nursing; AND 
  • Possession of a valid BLS card. 

*Some positions may require possession of a valid registration as a Public Health Nurse in the State of California.
