Accounting Systems Analyst

The California Department of Public Health (CDPH) is currently hiring for an Associate Administrative Analyst (Accounting Systems) position within our Financial Management Division (FMD). In this role, you will serve as an Accounting Systems Analyst.

FMD is responsible for the preparation, analysis, and management of the Department’s budget; maintenance of accounting records and financial data; and acting as the liaison with the Department of Finance (DOF), Legislative Analyst’s Office, Legislative Budget staff, and the Federal government on budget and fiscal matters affecting the Department.

We are looking for someone that has extensive knowledge of, or experience with, accounting/financial systems including, but not limited to, reviewing coding requests and providing recommendations for management to make approval decisions, and a demonstrated ability to assist management in preparing year-end closing and new year start-up schedules and monitoring financial activities.

Responsibilities:

  • Maintain the Departmental Employee Master File (EMF) database in order to update and maintain the Accounting System Labor tables; work with data updates from CDPH Programs to upload and key labor data into Accounting System tables; download Accounting System labor error reports; and distribute EMF drill to CDPH Programs
  • Research, analyze, and process Personal Service and Non-Personal Service Correction Requests from CDPH Programs; communicate with programs regarding labor funding issues; run the Accounting System Labor Distribution Process; and ensure the accuracy of report and process corrections as needed
  • Create and update Task ID vs SpeedChart validation based on the Governor's budget; reconcile appropriation set up in the Commitment Control Labor ledger with the Planned Financial Adjustment memo to State Controller's Office (SCO); and collaborate with SCO to submit forms
  • Perform special projects independently in the analysis of the more complex data transactions to interpret and project fiscal trends, identify underlying issues with daily business processes, and provide evaluation, recommendation to help achieve efficiency for the units within Accounting and Program Sections in accordance with Departmental directives, laws, rules, regulations, and legislation
  • Prepare reports; develop desk procedures and policies, training, and guidance to staff; and facilitate presentations for the walkthrough of the data analysis to management as required
  • Perform year-end duties to complete all Payroll Accruals and all Petty Cash Accrual; provide Accounting System support and technical systems support for the more complex issues to the Budgets Section and the Accounting Section as needed; and develop and conduct Accounting System training for program staff as it relates to Accounting System financial data and reports

Desirable Qualifications:

  • Minimum of three (3) years of increasingly responsible technical experience in governmental, commercial, or public accounting performing any one or a combination of the following types of work: (1) development and installation of varied accounting systems, or (2) preparation of comprehensive and complex financial statements and tax returns, or (3) directing or assisting in the direction of the accounting and budgetary work of a business concern or governmental agency, or (4) analytical and critical examination of financial records and books of accounts of business concerns or governmental agencies
  • Equivalent to graduation from college, with specialization in accounting, or completion of either: (1) a prescribed professional accounting curriculum given by a residence or correspondence school of accountancy, including courses in elementary and advanced accounting, auditing, and cost accounting; and business law, or (2) the equivalent of sixteen (16) semester hours of professional accounting courses given by a collegiate-grade residence institution, including courses in elementary and advanced accounting, auditing, and cost accounting; and three semester hours of business law (successful completion of the State Fund Accounting Course administered by the Department of Finance, shall receive credit for three semester hours toward the required accounting courses)
  • extensive knowledge of, or experience with, accounting/financial systems including, but not limited to, reviewing coding requests and providing recommendations for management to make approval decisions
  • Demonstrated ability to assist management in preparing year-end closing and new year start-up schedules and monitoring financial activities
