We are seeking a highly skilled and experienced Budget Analyst to serve as the subject matter expert for federal grants and local contracts within our Fish Program.

With that in mind, 

Picture yourself managing approximately $100 million in federal grants and local contracts for the largest program in the agency.

In this dynamic role you will serve as the specialist and primary point of contact for the Fish program’s federal and local grants.

Motivate and provide leadership for a Budget Analyst 3 that provides program wide support for processing memorandum requests, submitting coding requests, maintaining the Fish Program Chart of Accounts, and assisting staff with the use of agency financial systems.

Duties:

Our Fish Program Contracts & Federal Grants Analyst, 

Provides budget analysis services and assistance to program staff on federal grants and local contracts for the Fish program: 

  • Assist project managers with all aspects of federal grant management, including submitting grant applications, developing spending plans, entering the contract information into Novatus contract management system for review and approval, submit indirect waivers, monitoring expenditures, submit memorandum requests, facilitate contract amendments, and ensure performance and final reports are submitted on time. 
  • Interact with sponsor agencies, coordinate activities, and clarify information on the grant at various stages, including pre-award and post-award (application, revisions, reminding us to complete and submit reports, and extending deadlines).
  • Communicate regularly with the Contracts Office and various contract officers, with the Fiscal Office Accounts Receivable staff.
  • Track federal annual allotments for Fish Program federal grants that have fluctuating revenue/funding calculations, such as Dingle Johnson Act, Mitchell Act, and Pacific Salmon Treaty. 

Supervises, mentors, and trains the Budget Analyst 3 to provide budget and contract support for Fish Program project managers and budget analysts: 

  • Set goals and objectives for the workload of the Fish Support Desk, develop strategies to implement, and develop performance measures and standards for the purpose of ensuring individual and program performance objectives are met. 
  • Develop the Performance Development Plan (PDP); update position description as required; monitor and document employee performance; provide on-going feedback regarding levels of performance and conduct timely and meaningful employee performance evaluation. 
  • Assist Fiscal Office Accounts Receivable staff with balancing the close of grants and ensure billings do not cause over expenditures. Identify other fund sources for expenditure transfers. 

Provides consultative planning and detailed analysis to program staff in the development and monitoring of annual and biennial budget allotments of federal funds and associated match:

  • Review spending plans and allotment adjustments to ensure compliance with contract scope of work and tasks.
  • Monitor contract end dates and spending to recommend amendments prior to a contract expiring.

 

WORKING CONDITIONS:

  • Work Setting, including hazards:    
    1. Assigned duty station is in Olympia, Washington, with an option of working a portion of the week remotely.  
    2. Work is performed almost exclusively in a fast-paced office environment with typical office work hazards.
  • Schedule:   
    1. Full time, working 40 hours per week, Monday - Friday (overtime exempt). 
    2. Able to work a flexible schedule upon supervisor’s approval. 
    3. Work week may occasionally be altered by supervisor to accommodate workload periods while maintaining a 40-hour work week.
  • Travel Requirements:   
    1. Limited, but some travel to WDFW Regional offices and locations may be required.
    2. Occasional overnight travel may be necessary.
  • Tools and Equipment: 
    1. Duties require the use of standard office furniture and equipment.
  • Customer Interactions:          
    1. Requires frequent contact with customers, who are primarily internal Program contract and budget managers, via phone, email and/or in person.

 

Qualifications:

REQUIRED QUALIFICATIONS:

  • A Bachelor’s degree in business, public administration, accounting, economics, statistics, or relevant field.

AND 

  • A minimum of four (4) years of state budget OR other relevant budget experience with increasing levels of responsibility.
    • This experience must include at least one complete biennial cycle.  

          OR 

  • Current or recent experience as a Budget Analyst 3 (BA3). 

          OR 

  • Equivalent education/experience.

 

Please Note: Closely related qualifying experience may be substituted for the required education on a year-by-year basis.

 

PREFERRED QUALIFICATIONS:

In addition to those required qualifications, our ideal applicant will also have some or all of the following: 

Education: 

  • A Master’s degree in business, public administration, accounting, economics, or statistics. 

Experience: 

  • Successful supervisory experience.
  • Skilled in performing complex numerical calculations.

Knowledge of: 

  • Generally Accepted Accounting Principles (GAAP), the Office of Financial Management (OFM) regulations, and relevant federal regulations. 
  • Federal grant processes from application to close.
  • Budget development and legislative processes and practices, including the fiscal note process.
  • Excellent working knowledge of Washington State and WDFW financial systems, including Agency Financial Reporting System (AFRS), Enterprise Reporting, Web Intelligence, Novatus, and CAPS Financial.
  • Microsoft Excel, with ability to create complex spreadsheets, import data from other sources, and create pivot tables.

Ability to: 

  • Consistently follow applicable budget guidelines, WDFW policies, state and federal regulations, and budget principles and standards.
  • Ability to conduct sound and detailed analyses from both a programmatic and fiscal perspective.
  • Practice collaborative problem solving, maintain open communication among staff, and allowing flexibility for creative and innovative input from others.
  • Communicate complex budget issues orally and in writing to a variety of audiences and provide training and guidance on these issues.
  • Prioritize workload to meet critical deadlines, and to work well independently and on teams.
  • Work in a team environment, treating all team members and other customers with respect. 
  • Respectfully listen to the advice and ideas of others and make decisions that reflect well on the Department and the citizens of Washington State.
  • Exhibit integrity and honesty while maintaining confidentiality.
