Workforce Planning Manager

The California Department of Public Health (CDPH) is currently hiring for a Staff Services Manager I within our Human Resources Division (HRD). In this critical role, you will serve as a Workforce Planning Manager and oversee and will be responsible for the Department’s workforce development and succession management plans and initiatives. This includes, but is not limited to, identifying, and implementing strategies to address retention issues, knowledge transfer gaps, workforce trends, and other related issues.

HRD partners with CDPH’s programs and management to provide guidance and consultative services on Human Resources matters that are necessary for the department to carry out its mission to deliver quality public health services.

Responsibilities:

  • Provide direction and guidance to staff on workforce development and succession management planning activities and initiatives to support CDPH organizational needs and anticipate challenges using current information and best practices including, but not limited to, the assessment of CDPH work functions and staffing demands; compilation and review of qualitative and quantitative data to assess organizational needs and workforce risks; collaboration with programs to identify trends and future workforce risks; and collaboratively develop strategies to address organizational needs and risks
  • Provide ongoing skill development and feedback to staff in the unit; mentor staff to ensure job-related performance goals are met; evaluate training needs and performance interventions for individual development to increase job proficiency and growth; and provide formal, informal, accurate and timely feedback to staff utilizing probationary reports, annual performance appraisal summaries, and individual development plans
  • Ensure workforce planning and succession management activities are performed in alignment with Department priorities and in compliance with the California Department of Human Resources’ (CalHR) and Public Health Accreditation Board’s (PHAB) requirements
  • Responsible for the preparation of reports and data for use in developing workforce development and succession management plans for the Department
  • Assist programs in developing workforce development and succession management plans, and track/assess and report ongoing status of Department workforce development and succession management plans
  • Oversee the use of workforce and succession tools and resources and provide guidance on planning, creating, and implementing initiatives owned by the unit, while also ensuring to meet initiative objectives and measures

Desirable Qualifications:

  • Minimum of three (3) years of increasingly responsible management, personnel, fiscal, planning, program evaluation, or related analytical experience beyond the trainee level, which shall have included the preparation of reports and the presentation of recommendations to management, and at least one (1) year of which must have been in a full journeyperson technical capacity
  • Knowledge of, and/or experience in, human resources, preferably in workforce planning (e.g., recruitment, staff development, and retention)
  • Project management experience and/or experience in developing and implementing workplans
  • Lead experience over a workgroup, unit, or project team
  • Ability to understand and report on data and metrics to identify areas of improvement or areas of success related to initiatives, strategies, recruitment, and retention
  • Experience in data analysis and database creation
  • Experience in developing and editing comprehensive spreadsheets
  • Extensive writing experience, preferably report writing or written analysis from data
