Lead ADABAS and Natural Programmer

The Information Technology Services Division (ITSD) within the California Department of Public Health (CDPH) promotes collaboration and partnerships with all customers and stakeholders by providing an information technology (IT) framework that supports excellence in public health operations. ITSD- Application Development and Support Branch (ADSB) is looking for an Information Technology Specialist II with a strong background in Software Engineering and Business Technology Management to join our highly professional team.

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by creating innovative solutions, strengthening partnerships and collaborations, and embracing technology. The Information Technology Services Division (ITSD) leverages data and technology to advance goals and inform action and accountability.

Under the general direction of the Information Technology Manager II, Chief, Application Development and Support Branch, the Information Technology Specialist (ITS) II is responsible for highly complex systems assignments and software support activities. Activities include installation, maintenance, and troubleshooting Natural/ADABAS and COBOL programs in support of the Health Application Licensing System (HAL) as well as supporting other systems on various platforms as needed. The ITS II works in a structured environment, performing phases and tasks of the software development life cycle (SDLC) and meets program objectives through the completion of various tasks within the project life cycle. Assignments include projects of high difficulty and complexity (based on risks, project costs, timeframes, and criticality of the assignment). Works independently, or leading teams, while applying or providing knowledge of the SDLC and procurement principles. Refines complex skills associated with deploying application systems, from requirements to deployment (including system and functional testing). Establishes and maintains strong working relationships with customers, colleagues, management, and other stakeholders. Acts as project leader on complex information technology (IT) studies or systems, works on complex technology systems problems, and performs complex analytical studies.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience as part of, or leading an application development team(s).
  • Multiple years of experience with ADABAS, Natural, Cobol and RACF.
  • Experience managing mission critical and essential projects as well as budgets.
  • Ability to plan and develop work plans, schedule, and manage your workloads.
  • Experience contracting and management of contractors, statement of work (SOW), contract activities and deliverables and developing vendor requirements and evaluating vendor proposals (e.g., Request For Proposal’s, SOWs, etc.).Experience managing business customers and communications with customer teams.
  • Ability to communication tactfully and with respect for others.
  • Experience developing, designing and maintaining multiple business applications using accepted development standards.
  • Ability to support the development of new business applications and platforms and the transition of legacy Mainframe applications and data to new platforms and cloud-based solutions.
  • Ability to keep management and staff informed of project status.
  • Ability to identify customer business needs, identify the necessary resources, and develop schedule to implement solution(s).
