Microsoft Power Platform Solution Architect

The Information Technology Services Division (ITSD) within CDPH advances its vision of "Healthy Individuals and Families in Healthful Communities" through the provision of high- quality information resources and technology.  

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by creating innovative solutions, strengthening partnerships and collaborations, and embracing technology. The Information Technology Services Division (ITSD) leverages data and technology to advance goals and inform action and accountability.

The candidate works under the administrative direction of the Information Technology Manager II, Enterprise Platform Services Branch Chief. The Information Technology Specialist (ITS) III will serve as the Microsoft Power Platform Solution Architect (Architect) and will have a lead role in designing and implementing applications The ITS III will be responsible for Solution Design and Development as well as establishing governance, standards and DevSecOps practices on the Microsoft Power Platform, which includes tools like Power Apps, Power Automate, Power BI, Power Virtual Agents, and Dynamics 365. The Architect will have functional and deep practical technical knowledge of Microsoft Power Platform, Dynamics 365 customer engagement apps, related Microsoft cloud solutions, and other third-party technologies.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Technical Skills: ·

  • Experience working on large scale enterprise information technology projects ·
  • Ability to identify differences between known requirements and the proposed or current solution ·
  • Ability to design integrations between Microsoft Power Platform solutions and Dynamics 365 apps. ·
  • Hands-on experience with application development, design skills in development of software solutions, frameworks, interfaces, and components ·
  • Knowledge of interoperability of multiple architectural platforms and systems including the Microsoft Power Platform ·
  • Experience in DevOps and CI/CD ·
  • Experience with maintaining a centralized repository for all solutions (e.g., Power Platform solutions, Dynamics 365 customizations). ·
  • Ability to create standardized templates or solution blueprints that adhere to best practices ·
  • Strong understanding of Application architecture, Integration patterns and experience with development and implementations ·
  • Expertise in providing strategic technical direction, influence, and driving continuous improvement in an organization ·
  • Define and document governance policies that cover aspects such as security, data privacy, compliance, and solution lifecycle management ·
  • Knowledge of security principles and techniques for developing secure applications, including encryption, authentication, and authorization ·
  • Experience leading code review with adherence to performance optimization 

Certification: 

  • Microsoft Certified: Power Platform Solution Architect Expert (Exam PL-600)
