Job Summary

 

This positing is to fill three unclassified/limited positions with an estimated end date of June 27, 2026. 

This position provides strategic project management expertise and execution to the Minnesota Pollution Control Agency’s (Agency) Commissioner’s Office, Divisions and Programs/functions. Projects will include strategic short and long-range projects, program management that span multiple divisions, media and environmental program areas, and new innovative approaches to work including elimination of existing databases, new workflows, or the investigation of new software preparation. Examples of work that this position may serve as the project manager include fee evaluation across the agency, new fiscal prediction and analysis tool, incorporation of grants – by focus climate, greenhouse gases, flow reduction, resiliency, PFAs, etc. The work may require alignment with other state agencies, Tribal governments, local government entities, non-governmental agencies and community stakeholders and partners

Qualifications

 

Minimum Qualifications

Candidates must clearly demonstrate the following qualifications:

Three (3) years of professional-level experience in managing projects to include project plan development, project plan execution and integrated change control in order to meet customer and Agency (business) needs. 

Ability to organize and manage multiple projects simultaneously, and ability to meet deadlines.

Working knowledge of tools for performance measurement, and other project management skills. 

Communication skills sufficient to effectively facilitate process improvement efforts, coach and influence across all levels, present to groups, and transmit written information to a variety of audiences.

Coordination skills in organizing work, developing, and implementing effective workplans, managing tasks, and handling project assignments. 

Ability to lead and collaborate with a diverse array of teams.

The Minnesota Pollution Control Agency will not sponsor applicants for work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.

Preferred Qualifications

Ability to utilize project management standards (e.g., those outlined in the Project Management Body of Knowledge - PMBOK).

Experience managing projects in natural resource or environmental programs.

Experience training and coaching individuals and groups. 

Knowledge of environmental data systems, like Tempo, and how programs use the system for standardization and efficiency.

Working knowledge of business operations, Agency program delivery systems, records management and system components.       

Additional Requirements

Position duties may require travel, but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
