Disability Management Consultant

The Human Resources Division (HRD) partners with the California Department of Public Health’s (CDPH’s) programs and management to provide guidance and consultative services on Human Resources matters that are necessary for the Department to carry out its mission to deliver quality public health services.

The Disability Management Unit (DMU) of the Human Resources Division is dedicated to assisting employees, supervisors, and managers with the appropriate application of all employee leave programs, and the maintenance of productive workforce through the facilitation of return-to-work options and the Employee Assistance Program.

As a member of the Disability Management Unit, the incumbent is responsible for assisting employees, supervisors, and managers in the appropriate application of all employee leave programs, the workers’ compensation program, Reasonable Accommodation Program, and the Employee Assistance Program. The Staff Services Analyst (SSA) performs analytical, consultative, and specialized evaluative tasks involving employee disability leave entitlements including, but not limited to, the Family and Medical Leave Act (FMLA), California Family Rights Act (CFRA), Non-Industrial Disability Insurance (NDI), State Disability Insurance (SDI), Parental Leave (PL), medical Leave of Absence (LOA), catastrophic leave (CL), and the Reasonable Accommodation Program (RA). The incumbent provides direction, consultation, and guidance in the areas of case management of workers’ compensation activities, return to work for California Department of Public Health (CDPH) employees, vocational rehabilitation, leave restoration, and all aspects relating to the Workers’ Compensation Program area. The incumbent must accurately assess RA requests and apply Departmental policy, State and/or Federal rules and regulations regarding RA, including counsel employees and management on such issues as Americans with Disability Act and RA requirements. The incumbent must research and refer to related labor code provisions governing work-related injuries/illness and leave entitlements, California Occupational Safety and Health Administration (CalOSHA) rules, the Americans with Disabilities Act of 1990 (ADA), and related subject areas in order to provide consultation to employees, program designees, and mangers/supervisors.

A team-oriented incumbent who has an understanding of the various disability leave programs, excellent communication skills, both verbal and written, self-motivated and enthusiastic with excellent customer service skills, and a willingness to adhere to the Department's Core Values (Collaboration, Competence, Equity, Integrity, Respect, Responsibility, Trust, and Vision).  

  • Human Resources work, training or public speaking, and working with confidential materials.
  • Knowledge/experience with California and Federal laws related to FMLA/CFRA, RA.
