Civil Engineer/Agricultural Engineer

The incumbent serves as state office engineer and is responsible for providing technical guidance and leadership in the overall planning, design, installation, and maintenance of the engineering phases of soil and water conservation practices as well as watershed flood protection programs.

An incentive of up to $7,500 per year for 3 years may be offered if determined eligible at the time of selection.

Duties

  • Reviews the planning, design and construction of engineering practices such as water management, animal waste management, erosion control, flood control, wetland creation or restoration, and other conservation practices needing engineering guidance.
  • Directs calculations of earthwork, concrete, steel, conduits, and other materials, and prepares construction estimates and bills of materials.
  • Coordinates and conducts necessary quality assurance reviews of planned, designed, and constructed engineering projects in the assigned area/state.
  • Assists in determining the training needs of the field personnel engaged in engineering work and provides intensive engineering on-the-job training to field office staff as indicated by needs.
  • Plans and conducts pre bid site showing, approves construction schedules, monitors work for compliance with plans and specification and contract requirements.

A. Degree: Must have a bachelor's or higher degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. B. Combination of Education and Experience: Must have a combination of education and experience-- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following.

 

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:

GS-12

Specialized Experience: At least one full-time year of specialized work experience, equivalent to at least the GS-11 grade level in the Federal service, performing the following duties:

  • Review designs and contracts to ensure that quality control is built in to engineering projects;
  • Assist in the planning or design of construction for conservation practices and water resource structures such as water management, animal waste management, erosion control, flood control, stream restoration, wetland creation or restoration;
  • Perform calculations of earthwork, concrete, steel, conduits, and other materials to prepare construction estimates and bills of material;
  • Make field checks to review feasibility of plans or progress on agricultural engineering projects; and
  • Provide technical guidance and training to personnel on engineering and conservation practices or use and care of engineering equipment.

There is no substitution of graduate education for specialized experience at the GS-12 grade level.
