The primary purpose of this position is to evaluate and execute land sales, exchanges, and acquisitions for state-owned lands.

This full-time, permanent position is represented by the American Federation of State, County, and Municipal Employees (AFSCME).

This position is statewide and will report directly to our Bend or Salem office.

Working Conditions:

Much of the work is in a hybrid office setting; occasional fieldwork may be required, and occasional travel is an essential function of the position. Overnight stays and/or extended work hours may be expected along with exposure to rugged conditions in remote locations.

What you will be doing:

As our Land Transaction Analyst, you will have the opportunity to:

  • Evaluate real property for exchange, disposal, or retention.
  • Ensure all real property transactions are in compliance with the Asset Management Plan and department rules, policies and procedures.
  • Provide and coordinate input into land sales, acquisitions, easements, and exchange opportunities.
  • Negotiate proposed parcels to be exchanged and prepare land sale or exchange agreements, including the coordination of public notices and hearings.
  • Act as a project manager to obtain all necessary due diligence documents.
  • Write summaries of authorizations or transactions for approval by the State Land Board.
  • Select professional service providers and manage contracts.
  • Work with local governments to resolve potential code conflicts or zoning conflicts.
  • Process applications leading to land authorizations or leases.

Minimum Qualifications- to be considered for this position, please ensure you have one of the following combinations of education and experience:

A bachelor's degree in urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography, or a related field

AND

 three years of progressively responsible planning experience related to the job;

OR

six years of planning experience related to the job;

OR

an equivalent combination of relevant education, training, and experience.


Note: A master’s degree in Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field may substitute for one (1) year of experience.

  • Demonstrated experience building strong partnerships, strategic engagement, political navigation acumen and the ability to work in a demanding and time sensitive environment with competing priorities.
  • Experience and skills with project management.
