Regulation Implementation Technician

This position can be located in Sacramento or Riverside County.

Did you know that when comparing emissions from trucks and trains moving the same amount of freight, trucks are cleaner? In California, trains and the locomotives that move them often operate in neighborhoods that disproportionately bear health burdens from the movement of freight. If you would like to help improve air quality and protect public health, the Freight Systems Section (FSS) of the Transportation and Toxic Division is seeking a friendly, outgoing, and detail-oriented Air Resources Technician (ART) II to join their team. FSS develops and implements freight regulations addressing freight emissions sources, including the In-Use Locomotive Regulation (Locomotive Regulation).


 

The ART II will:

• Assist staff in implementing existing regulations by responding to technical phone calls, e- mails, and letters concerning regulatory compliance and other programmatic issues.

• Gather, enter, maintain, and provide reporting for regulatory compliance-related information for the Locomotive Regulation.

• Review spreadsheets and databases to implement solutions to process data and improve data quality.

• Support staff by monitoring and summarizing State and Federal regulations and programs as well as staying up-to-date on developments in zero emission freight technology.

• Help in developing and coordinating public outreach efforts relative to the development and implementation of control measures.

• Have the opportunity to propose and pursue projects furthering team goals.

Working Conditions

 

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

 

The positions at CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.

 

• Position located in a high-rise building.

• Requires being stationary, consistent with office work, for extended periods.

• Standard office environment (artificial lighting, controlled temperature, etc.)

• Daily use of a personal computer, office equipment, and/or telephone.
• Travel may be required to participate in public workshops, stakeholder engagements, or other meetings or events, as needed.
