Freight Policy Section Manager

The Freight Transport Branch within the Transportation and Toxics Division (TTD) is seeking an Air Resources Supervisor I (ARS I) to manage the Freight Policy Section. The section is responsible for developing and implementing regulations to reduce emissions from freight equipment; conducting technical analyses to determine the feasibility, cost-effectiveness, and emissions impacts of regulatory requirements; and evaluating sector-specific infrastructure needs in support of California Air Resources Board (CARB)’s efforts to ensure the development of infrastructure required to transition to zero-emission freight vehicles and equipment. Core responsibilities of the position will be to: manage the development and implementation of freight regulations; direct and supervise the activities of staff responsible for the regulatory documents and/or technical analysis related to the feasibility, cost impacts, emissions benefits, health benefits, health risk assessment, environmental impacts, and infrastructure needs; oversee stakeholder and comprehensive community engagement efforts; work with local, state, and federal agencies; coordinate with other CARB branches and divisions on regulatory development, emissions/cost/health benefits modeling, implementation, enforcement issues, incentive funding, and infrastructure needs; present freight regulatory issues and policies to CARB management and stakeholders; and represent CARB in public forums.

Travel may be required for site visits, meetings with stakeholders, and conferences.
 


This position can be located in Sacramento or Riverside County.

Working Conditions

 

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.

  • Requires being stationary, consistent with office work, for extended periods.
  • Standard office environment (artificial lighting, controlled temperature, etc.)  
  • Daily use of a personal computer, office equipment, and/or telephone.
