Emergency Health Program Administrator

The Center for Preparedness and Response (CPR) is recruiting one Health Program Specialist II to join the Strategic Planning, Policy, and Training Section. The CPR coordinates statewide public health emergency preparedness and response planning for the California Department of Public Health (CDPH) with a primary focus on preparing Californians for public health emergencies. This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by supporting California’s emergency planning and response activities, and supporting the development, implementation, and evaluation of the Center for Preparedness and Response’s strategic priorities, objectives, and key results in accordance with CDPH’s mission and strategic plan.

The Health Program Specialist (HPS) II works under the general direction of the Strategic Planning, Policy, and Training Section (SPPTS) Chief at the Center for Preparedness and Response (CPR) and serves as an expert technical consultant. The HPS II will: (1) provide support to Staff Services Managers (SSM) III in coordinating with other federal, state, and local agencies in emergency planning and response activities; (2) work collaboratively with other CPR branches and sections to prepare for and respond to public health emergencies; (3) assist in efforts to increase efficiency and collaboration among all Centers, Divisions, and Offices that support emergency preparedness and response efforts; (4) assist with CPR strategic planning including the development, implementation, and evaluation of strategic priorities, objectives, and key results; (5) assist CPR in the implementation of performance management and continuous improvement, including performance metrics, results-based accountability, and lean transformation; and (6) coordinate and oversees Public Records Act requests and legislative analysis as needed.

Organizational skills, flexibility to the changing needs and demands of the program, and experience with program planning and evaluation are preferred.
