The Discretionary Grants Program Manager:

  • Coordinates and manages the Grant Programs, including Direct Recipient activities associated with the development of Project and Grant Agreements; administration of projects and grants, reviewing project vouchers, and associated reporting including performance measures.
  • Assures compliance of the construction plans with funding and technical requirements, monitors project status, and checks expenditures to be sure they are appropriate for grant requests.
  • Leads special projects, reviews, and studies that arise or as directed which may include program or process reviews, project meetings, or data analysis.
  • Analyzes trends and recurring issues found during various reviews, including project/trip spot checks and inspection reports. Strategically uses findings of analysis of trends from reviews and other Division reports to help identify areas of risk for the next performance year.

The ideal candidate for this position is an experienced transportation specialist who has the skills and abilities to effectively represent FHWA to Federal, state, and local officials while coordinating a dynamic and evolving discretionary grants program.

Additionally, the ideal candidate is a self-starter with excellent communication, collaboration, and partnering skills who desires to work in a challenging, complex, and changing environment.

Pierre is centrally located in South Dakota, along the shore of the Missouri River. The Oahe Dam is located on the Missouri River near Pierre and is one of the largest rolled earth dams in the world. Lake Oahe is the largest of the four reservoirs created on the Missouri River. These reservoirs make up South Dakota’s Missouri River Region and provide more than 440 miles of waterways for prime water recreation, including boating, fishing, sailing, swimming, and kayaking. You can retrace the footsteps of Lewis and Clark, experience Native American heritage, and unwind on the more than 3,000 miles of shoreline.

Central South Dakota is popular for boating recreation, walleye fishing, waterfowl, upland bird and big game hunting, and wildlife watching. South Dakota is a dream location for sport and outdoor enthusiasts. Western South Dakota has the Black Hills, which is home to Mount Rushmore, Crazy Horse, and the 109-mile Mickelson Bike Trail. The Black Hills offers many other recreational opportunities like hiking, camping, snow skiing, snowmobiling, and the annual buffalo roundup located in Custer State Park.

Each year during the first part of August, Sturgis hosts their annual motorcycle rally, which attracts thousands of people. Deadwood is an “Old West” historical city located in the northern Black Hills.  Deadwood has many boutiques, legalized gambling, snow skiing, snowmobiling, and gold mines.
