Grants Management and Development Section Chief

The Office of Policy and Planning (OPP) promotes public health policy priorities and supports CDPH capabilities for community health improvement, informed policy development, research and analysis, integrated planning, decision intelligence, lean transformation, and grants management.  The OPP leads comprehensive assessment, long term strategic and health improvement planning to address current and emerging cross-cutting public health and equity priorities, conducts policy analysis, monitoring and impact evaluation, cultivates partnerships with health systems, academic partners and other sectors; facilitates accountability for effective and efficient public health infrastructure funding, supports organizational capacity building to foster a culture that encourages learning continuous improvement, and empowerment of CDPH staff.

The Staff Services Manager (SSM) II:

  • Serves as the Grants Management and Development Section Chief.
  • Leads a highly skilled, multi-disciplinary team in grant management for the Office of Policy and Planning.
  • Serves as the lead administrator and is responsible for oversight and management of grants including the California Strengthening Public Health Infrastructure (CASPHI) Grant and the Future of Public Health.
  • Provides updates to CDPH leadership of grant opportunities, work, and progress.
  • Promotes collaboration and alignment across departmental fund-seeking efforts.
  • Facilitates system and process development for grant development, start up, implementation and evaluation.
  • Reports to and takes direction from the CDPH Directorate on Department-wide, grant-related matters.
  • Leads OPP activities in providing effective, equitable grant management and development support across the Department and with public health partners across all sectors of State and local government.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Experience with:

  1. Acquiring and managing grant funding to support complex multilevel initiatives (from federal grants, state funding or other sources).
  2. Leading collaborative efforts across a range of programs; establishing productive partnerships with departmental leadership, and interdepartmental and local stakeholders – particularly on high-profile issues
  3. Complex contract and grant development and management for multilevel initiatives within California state agencies
  4. Advancing projects to develop public health infrastructure including organizational capacity, foundational public health services, addressing emerging issues, disparities and inequities.
  5. Managing, directing, and developing a successful team of multi-disciplinary professionals.
  6. Interpreting legislation, federal grant requirements, and leading the development and adoption of policies, procedures, and standards in alignment with agency and other state requirements and standards.
