Presidential Management Fellow (Management and Program Analyst

Summary

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Enterprise Services, Immediate Office of the Executive Assistant Commissioner, Administrative Services Division, Programming, Formulation and Integration Branch, located in one of the following locations:

  • Washington, DC
  • Indianapolis, IN

 

Duties

This is a Presidential Management Fellows position in the Pathways Program. Selected individuals are placed in a dynamic two-year development program in the excepted service designed to lead to a civil service career in the Federal government. At the successful conclusion of this program, the agency may non-competitively convert individuals to a term or permanent position within the competitive service.

Joining Customs & Border Protection (CBP), Immediate Office of the Executive Assistant Commissioner, will allow you to utilize your management and program analyst expertise to assist senior portfolio managers and CBP leadership in resource decsion-making and solving complex operational issues. This position starts at a salary of $72,553.00(GS-11, Step 1) to $113,047.00 (GS-12, Step 10) with promotion potential to $134,435(GS-13 Step 10).

Typical work assignments include:

  • Assisting in providing centralized and collaborative management of portfolio programs and investments that enables portfolio executive management to evaluate, prioritize, and allocate resources to best meet mission operational needs and achieve desired outcomes.
  • Assisting portfolio team members with planning, organizing, and conducting portfolio management activities that involve researching major aspects of portfolio operational and investment-related programs, processes, and functions.
  • Assisting with translating capabilities into requirements within the portfolio and where gaps exist, consults with teammates to conduct analysis, and recommend strategies to resource identified gaps, identify redundancies, and evaluate areas of emphasis and de-emphasis.
  • Assisting with the implementation of a structured, repeatable process, to develop prioritized resource recommendations for consideration in many stages of the programming and budget formulation cycle, including but not limited to CBP's RAP submission to DHS.
  • Assisting the portfolio team members with the day-to-day administration and helping to coordinate execution of interdependent decisions and handoff s across the PPBA phases, in alignment with requirements and acquisition functions.

 

Qualifications

Specialized Experience:

GS-11: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Assisting with data mining of office financial systems and data analysis.
  • Identifying discrepancies and assisting with analyzing data/information for potential resolutions.
  • Working with senior analysts on financial capabilities, requirements, and outcomes.


GS-12: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Mining data for office financial systems and performing analysis of portfolio resources.
  • Analyzing facts, conditions, or other forms of data to draw conclusions and make recommendations.
  • Working with stakeholders to ensure resource requirement justifications for identified resource gaps are clear and defensible.
  • Communicating with a wide range of portfolio stakeholders, to include preparing budgetary briefings.


Education Substitution:

GS-11: Successful completion of a Ph.D. or an equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M (if related) from an accredited college or university, may be substituted for experience at the GS-11 grade level. Such education must demonstrate the skills necessary to do the work. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.

GS-12: No educational substitution allowed at this grade level.


Combining Experience and Education:

GS-11: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11.

GS-12: No experience and educational combination allowed at this grade level.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
