UNCLASSIFED POSITION IN THE FULTON COUNTY LIBRARY SYSTEM
Minimum Qualifications:
Master’s Degree in Library Science from a college or university accredited by the American Library Association; supplemented by six (6) years of progressively responsible experience in managing library operations, to include three (3) years experience at a supervisory/management level in a comparable sized library system.
Specific License or Certification Required:
Certification as a Professional Librarian issued by the State of Georgia to be obtained within six (6) months of employment.
Specific Knowledge, Skills, or Abilities:
Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.
Examination:
The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. Purpose of Classification:
The purpose of this classification is to assist the Executive Director with overseeing overall operations and providing administrative oversight for services and activities offered through the Atlanta-Fulton Public Library System. Responsibilities include managing assigned staff; directing the acquisition of materials; developing and monitoring policies, procedures, and programs to improve, enhance, and empower the lives of citizens.
Essential Functions/Additional Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Administers daily activities and operational functions within the Atlanta-Fulton Public Library System; drafts policies and procedures for staff as requested by the Department Director and ensures policy implementation by library managers; collaborates with departmental staff teams to facilitate the development of programs and services; directs staff training programs and provides managerial expertise for special initiatives and implementation of large-scale, complex projects; negotiates contracts and project development in Atlanta-Fulton Public Library System.
Supervises, directs, and evaluates assigned staff: makes hiring or termination recommendations; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; and trains staff in operations, policies, and procedures with approval from Departmental Director.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to county management.
Ensures grievance and negotiation procedures are administered in a timely, equitable, and appropriate manner in accordance with established policy.
Directs the preparation, implementation, and administration of short- and long-range strategic planning processes for the Fulton
Library System; aids in the development of departmental goals and objectives, training initiatives, and internal and external partnerships; develops policy recommendations for the Board of Commissioners regarding public funding for programs and services; collaborate with Director to develop and implement the Board of Commissioners' and Library Board of Trustees guidelines/policies/processes; reviews, develops, and updates departmental policies and procedures related to administrative operations; prepares annual work plan; and reviews/modifies policies and procedures as appropriate.
Establish key performance metrics for operations and initiatives, analyze associated data, and ensure goals are met or corrective action is taken; ensure an expectation of measurement and analysis is part of all new and ongoing initiatives.
Develops, administers, and reviews regulations, procedures, and policies as required; ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.
Assists the Director in the development/ administration of the annual and capital improvement budgets: reviews previous year’s expenditures, and determines budgetary needs for staffing, supplies, equipment, services, collection development, and/or capital improvements; monitors expenditures for budget compliance; and approves program expenditures prior to submission for payment.
Develops proposals and establishes partnerships for generating and obtaining grants for the Library System and capital improvement programs.
Represents the library system to the community: promotes positive public relations; interacts with the media; delivers speeches to the public regarding the library system; responds to written communications; and interacts with citizens and various social and community groups to develop quality of life plans, programs, and events related to the library.
Assist Executive Director with overseeing capital improvement projects for the Atlanta-Fulton Library System, including maintenance, design, major construction, and security of the library facilities.
Assist Executive Director with fundraising efforts for various quality of life initiatives as appropriate.
Receives various forms, reports, correspondence, logs, annual reports, financial reports, budgets, fiscal year plans, policies, procedures, professional literature, manuals, catalogs, directories, periodicals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
Prepares or completes various forms, reports, correspondence, monthly reports to trustees, annual reports, work studies, budget proposals, research papers, performance appraisals, newsletters, flyers, spreadsheets, or other documents; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Communicates with Board of Commissioners, employees, volunteers, community service workers, library patrons, other libraries, community organizations, government agencies, court officials, school/educational officials, school groups, the public, the media, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
Maintains a current knowledge of applicable laws/regulations; maintains an awareness of new technologies, trends and advances in the profession; reads various books, literary journals/publications, and other professional literature; maintains professional affiliations; attends workshops, training sessions, and continuing education opportunities as appropriate.
Additional Functions:
Performs the duties of the Executive Director, Library in his/her absence. Performs other related duties as required.
